Community Development Director Sherman stated that Lowell Zitzloff is seeking site plan <br />review to develop a 26,906 square foot multi-tenant retail building and self-service mini-storage <br />units at 6111 Highway #10. <br /> <br />City Engineer Jankowski explained that the site plan proposes a storm sewer beneath the railroad <br />tracks into the City's regional stormwater pond to service Business Park 95. This storm water is <br />cons/stent with Staff plans for servicing the drainage area south of the railroad tracks and north <br />of Highway #10. The capacity of the pipe, however, is not specified within the site plan. At the <br />present time, only the Zitzloff and Parabody properties have expressed interest in the installation <br />of storm water. The questions which need to be addressed are whether a pipe larger than that <br />needed to service the Zitzloff property should be installed beneath the railroad tracks, and how <br />the crossing should be financed. Staff recommended that the City negotiate an agreement in <br />which: <br /> <br />a) Zitzloff and Parabody agree to pay the cost of a storm sewer railroad crossing sufficient to <br /> handle their respective runoff capacities; <br />b) storm sewer be extended within a proper width drainage easement dedicated to the City over <br /> the Zitzloff and Parabody properties along the northerly border of both properties; <br />c) the City would pay for the oversizing of storm sewer beyond the Zitzloff and Parabody <br /> properties and then recover the costs when the other properties connect to the pipe. <br /> <br />Councilmember Hendriksen inquired the capacity of the pond. <br /> <br />City Engineer Jankowski replied that the pond is quite large, but eventually an outlot will be <br />needed for the pond but that would be done as a separate project. <br /> <br />Councihnember Zimmerman questioned if there would be an opportunity for a pond to be placed <br />on the south side of Highway #10. <br /> <br />City Engineer Jankowski replied that there are some opportunities. <br /> <br />Councilmember Hendriksen inquired the cost of such a project. <br /> <br />City Engineer Jankowski estimated the project at $100,000 to $200,000, with the City portion <br />being approximately $121,000. The cost to go under the tracks would be around $25,000. <br /> <br />Councilmember Anderson stated that the Planning Commission requested that Council look at a <br />long term solution to the problem, but yet there are businesses in the area that are not willing to <br />participate in the project. She was concerned over the City being responsible for a 1/3rd of the <br />project. <br /> <br />City Engineer Jankowski replied that if the pipe size is increased and paid for by the City, the <br />City can recover the cost when the properties connect to the pipe. <br /> <br />City Council/September 28, 1999 <br /> Page 17 of 30 <br /> <br /> <br />
