Discussion ensued relating to calculations and how to calculate. It was noted that all would be <br />recalculated when site plans are done. With regard to farmland - they would be treated like <br />single-family housing and that should be spelled out in the ordinance under exempt. The <br />ordinance is to be placed on the October 26 agenda. <br /> <br />#3: Escrow Moneys Held as Part of the Development Process <br /> <br />City Administrator Norman stated that this issue relates most recently to Apple Ridge and a <br />house being built too Iow. He reported that Andover requires a certificate of evaluation for the <br />foundation. They also take a grading escrow. <br /> <br />Councilmember Hendriksen stated he likes that idea and he would like it to be at the discretion <br />of the Building Official. It should be put in the ordinance but that it can be waived at the <br />discretion of the Building Official. <br /> <br />Mr. Norman 'will get a copy of Andover's ordinance and send it with the Weekly Update to <br />Council. <br /> <br />#4: Water Management Organization Discussion <br /> <br />City Administrator Norman stated that cities can no longer appoint persons to the Water <br />Management Organization (WMO). He noted there were questions the City Council had relating <br />to the WMO, which Mr. Jankowski answered, and they were sent out with Council's 14'reekly <br />Update. <br /> <br />The area of the LRRWMO was explained. <br /> <br />Councilmember Hendriksen asked ifRamsey would end up paying for 45% of the Anoka dam. <br /> <br />Mr. Jankowski replied that this issue created a lengthy debate in the joint powers agreement <br />discussion. They talked about paying in proportionate to the benefit. <br /> <br />Councilmember Zimmerman stated he has a problem with Ramsey picking up 45%. <br /> <br />Mr. Jankowski stated that 45% is the operating cost but our budget is really quite small. <br /> <br />Councilmember Hendriksen stated he did not want to be paying 45% for some multi-million <br />dollar project. <br /> <br />Mr. Norman stated that we will be asking to take the JPA to the WMO for accepting County <br />Ditch Systems and we will get answers to Council's questions before moving on to the next step. <br />He added that the County has to work with the WMO - not the City. <br /> <br />It was suggested that Mr. Norman write something that City Attorney Goodrich would approve <br />that appoints City Engineer Jankowski or his successor to a perpetual term on the WMO. <br /> <br />Council Work Session - October 5, 1999 <br /> Page 2 of 4 <br /> <br /> <br />
