Councilmember Hendriksen inquired if the site plan is approved would anything need to be done <br />to protect the City. <br /> <br />City Attorney Goodrich replied that the City would not accept any liability by approving the site <br />plan. <br /> <br />City Attorney Goodrich requested that under #5 of the Development Agreement, that they add f) <br />to read "Storm sewer system approved by the City". And under #14 include the appropriate <br />amount for the storm sewer system. <br /> <br />Zoning Administrator Frolik noted that she will include the wording of a two phase development. <br /> <br />Councilmember Hendriksen requested that the Development Agreement include the phasing, the <br />Minnesota State Statute 444 process, the drainage issue and indemnification. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve <br />the proposed site plan for the Zitco Building contingent upon compliance with City Staff review <br />letter dated September 3, 1999 and City Attorney review. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Mayor Gamec recessed the regular City Council meeting at 8:53 p.m. <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 9:03 p.m. <br /> <br />Case #6: Request for Site Plan Approval; Case of Heritage Millwork <br /> <br />Zoning Administrator Frolik stated that Heritage Millwork is proposing an expansion to their <br />building at 6190 McKinley Street Northwest in Business Park 95. The site plan proposes a <br />28,719 square foot expansion to the current 34,104 square foot facility, for a total of 62,823 <br />square feet. Lot coverage is restricted to 35% and the expanded building equates to a lot <br />coverage of 29%. Impervious surface is restricted to 85% in the Business Park and with the <br />expansion, the Heritage Millwork facility will have an impervious surface calculation of 55%. <br />The proposed addition meets or exceeds all required setbacks. The building addition includes <br />four new loading bays and three overhead garage door bays that meet City Code. The exterior <br />walls of the addition will be pre-cast concrete panels to match the existing building. There is a <br />30'x50' temporary metal canopy over the east garage door and this deviation from architectural <br />standards requires the approval of the City Council. This metal canopy will be removed with <br />another expansion to the east anticipated to occur in the next three to five years. The parking <br />plan proposes to add 40 additional parking spaces. In accordance with City Code, the parking <br />area will be paved with bituminous and finished with B-612 concrete curb, except that the east <br />side of the parking lot is not proposed to be curbed.
