with City Code and the applicant is amending the Grading Plan per the recommendations of the
City Engineer. She explained that the Planning Commission reviewed the site plan on October 5,
1999, and made the following recommendations: That the decorative brick be applied to the
lower four feet of all walls with northern exposure rather that just the front wall, and that the
eight foot chain link fence with vinyl slats be substituted with a six foot privacy fence of either
wood or maintenance fi'ee vinyl. Mr. Fritch researched the cost of a vinyl fence and the cost
would be four times the cost of a chain link fence and would be susceptible to rust water stains.

Mayor Gamec stated that the City has had nothing but problems where chain link fences have
been installed with vinyl slats.

Zoning Administrator Frolik noted that another alternative would be a vinyl coated chain link
fence and to increase the amount of trees planted.

Councilmember Anderson questioned if they chose a dark colored vinyl fence if it would stain.
Mr. Fritcb replied that only light colors are available.

Councilmember Connolly inquired if they could do some screening with trees and bushes rather
than a fence.

Mayor Gamec questioned if there was a specific reason for the fence.

Mr. Fritch replied the fence was proposed for screening purposes only.

Zoning Administrator Frolik reviewed the location of the existing house in relation to the
proposed building.

Mayor Gamec stated that in his opinion the landscaping would be better screening than a fence.

Councilmember Connolly inquired if Mr. Fritch would be willing to do the additional
landscaping.

Mr. Fritch replied yes, but questioned if he could install a fence in the future if he chose to do so.

Councilmember Hendriksen replied that the City cannot tell him that he cannot have a fence on
his property. He inquired if the property will have a holding pond for drainage.

City Engineer Jankowski reviewed the drainage plan.

Councihnernber Hendriksen inquired what the City Code requirement is for siding.

City Council/October 12, 1999
