with City Code and the applicant is amending the Grading Plan per the recommendations of the <br />City Engineer. She explained that the Planning Commission reviewed the site plan on October 5, <br />1999, and made the following recommendations: That the decorative brick be applied to the <br />lower four feet of all walls with northern exposure rather that just the front wall, and that the <br />eight foot chain link fence with vinyl slats be substituted with a six foot privacy fence of either <br />wood or maintenance fi'ee vinyl. Mr. Fritch researched the cost of a vinyl fence and the cost <br />would be four times the cost of a chain link fence and would be susceptible to rust water stains. <br /> <br />Mayor Gamec stated that the City has had nothing but problems where chain link fences have <br />been installed with vinyl slats. <br /> <br />Zoning Administrator Frolik noted that another alternative would be a vinyl coated chain link <br />fence and to increase the amount of trees planted. <br /> <br />Councilmember Anderson questioned if they chose a dark colored vinyl fence if it would stain. <br />Mr. Fritcb replied that only light colors are available. <br /> <br />Councilmember Connolly inquired if they could do some screening with trees and bushes rather <br />than a fence. <br /> <br />Mayor Gamec questioned if there was a specific reason for the fence. <br /> <br />Mr. Fritch replied the fence was proposed for screening purposes only. <br /> <br />Zoning Administrator Frolik reviewed the location of the existing house in relation to the <br />proposed building. <br /> <br />Mayor Gamec stated that in his opinion the landscaping would be better screening than a fence. <br /> <br />Councilmember Connolly inquired if Mr. Fritch would be willing to do the additional <br />landscaping. <br /> <br />Mr. Fritch replied yes, but questioned if he could install a fence in the future if he chose to do so. <br /> <br />Councilmember Hendriksen replied that the City cannot tell him that he cannot have a fence on <br />his property. He inquired if the property will have a holding pond for drainage. <br /> <br />City Engineer Jankowski reviewed the drainage plan. <br /> <br />Councihnernber Hendriksen inquired what the City Code requirement is for siding. <br /> <br />City Council/October 12, 1999 <br /> Page 16 of 28 <br /> <br /> <br />
