City Administrator Norman replied that they will connect at Sunwood Drive and complete a <br />loop. He noted that if a property owner would chose to connect to City sewer and water at a later <br />date they would be charged a hook-up fee. <br /> <br />Councilmember Anderson questioned if they would be charged interest. <br /> <br />Mayor Gamec replied no. <br /> <br />Councilmember Anderson questioned who told Waltek the improvements would be completed. <br /> <br />City Administrator Norman explained that the issue was discussed at a Public Works Committee <br />and it was agreed that the City would move forward with the project. <br /> <br />Councilmember Anderson replied that now the project is being opposed by four out of five of the <br />property owners and the City is going to have to pay for the project out of the utility fund. <br /> <br />Councilmember Hendriksen replied that the businesses that are opting out of the project don't <br />think the improvements are beneficial to their property at this time, but it is also important to <br />keep businesses in the City and Waltek may have moved their business to another City if the <br />improvernents were not agreed to be done. <br /> <br />Mayor Gamec stated that the other businesses will not get a free sewer line. They will be <br />charged when they decide to hook up. <br /> <br />Councilmember Anderson stated that if a business decides to opt out of the project they should <br />be required to pay interest when they connect. <br /> <br />Councilmember Hendriksen replied that that is a separate discussion item. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to authorize <br />the hnprovement Project #99-63 Construction of Sewer and Watermain along Sunfish Lake <br />Boulevard as a non-assessable utility project funded by the utility fund contingent upon reaching <br />an agreement with Waltek for their portion of the project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, and <br />Connolly. Voting No: Councilmember Anderson. <br /> <br />Case #9: <br /> <br />Consider Reallocation of Community Development Block Grant (CDBG) <br />Funds <br /> <br />Zoning Administrator Frolik stated that CDBG funds are limited to being used for projects that <br />benefit the handicapped, senior citizens, and low to moderate income persons; planing projects; <br />economic development; and historical preservation.
