City Attorney Goodrich stated that section 3.2.2 needs to be eliminated. Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to introduce the ordinance deleting Section 3.2.2 of Chapter 3 of the Ramsey City Charter. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, and Zimmerman. Voting No: None. Mayor Gamec requested that Staff appoint liaisons for each district. Councilmember Hendriksen suggested that each council member to each take one precinct. Mayor Gamec requested that a letter be sent to each precinct notifying them of their liaison. Councilmember Hendriksen noted that the liaison would be used as a contact person, not for liaison meetings. Deputy City Clerk Thieling stated that if Council agrees, Staff will present a resolution at the meeting of October 26, 1999, proposing the boundary changes and precinct additions. Following approval and presentations to the County and State, a Citywide mailing will be done to inform the public of the precinct boundary changes. Councilmember Anderson inquired if they considered a separate voting district for the residents in the Elk River school district. Deputy City Clerk Thieling replied that they will be in two different precincts due to certain roads they have to follow. Case #2: Public Hearing - Authorizing a Tax Rate Increase for the 1999 Tax Levy Collectible in 2000 Mayor Gamec closed the regular portion of the City Council meeting at 7:46 p.m. in order to conduct a public hearing. Public Hearing Mayor Gamec called the public hearing to order at 7:46. Presentation Finance Officer Lund stated that a provision in the 1999 Omnibus Tax Bill requires counties and cities over 500 population to hold a public hearing and adopt a resolution before a "levy certification tax rate" increase may be allowed. The public hearing is in addition to the Truth in City Council/October 12, 1999 Page 7 of 28
