Ordinance #99-11 was recorded at the County and it is now necessary to repeal Ordinance #99- <br />05. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to introduce an <br />ordinance repealing Ordinance #98-05, which inaccurately describes that portion of McKinley <br />Street to be vacated. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: Name Community Park No. 5 <br /> <br />Director of Public Works Kapler stated that after acquiring what has been referred to as <br />"Community Park No. 5," the Park and Recreation Commission sponsored a name-the-park <br />challenge, which was advertised in the Ramsey Resident, on QCTV, and at Ramsey's <br />Environmental Expo. The Commission reviewed submitted suggestions at their regular meeting <br />in May, and they recommended approval of Elmcrest Park as the name for Community Park No. <br />5, pending verification of historical references submitted with the name. A letter was received <br />fi'om Mrs. George (Rose Marie) Steiner explaining the history of the land. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt <br />Resolution #99-10-204 adopting the name "Elmcrest Park" for the 83-acre park west of T.H. #47 <br />and north of 160th Lane. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Councilmember Connolly suggested that an Elm Tree be planted at the park on Arbor Day. <br /> <br />Case #8: <br /> <br />Amendment to Section 6.04 of the Ramsey City Code Entitled <br />"Snowmobiles" <br /> <br />Police Chief Gustafson stated that violation of any section of Ramsey's snowmobile ordinance is <br />currently a misdemeanor punishable by 90 days in jail and/or a $700 fine. By amending the City <br />Code to provide for petty misdemeanor minor offenses such as stop sign, speed, hours of <br />operation and expired registration, prosecution time and costs can be maintained at reasonable <br />levels, for the defendant need not make a personal court appearance for such offenses. This <br />amendment will allow payment of the fine by mail in the same manner prescribed for motor <br />vehicle violations upon the public roadways. The maximum fine for a petty misdemeanor is a <br />$200 fine with no jail time. The more serious violations would remain misdemeanors punishable <br />by the $700 fine and/or 90 days in jail. <br /> <br />City Council/October 26, 1999 <br /> Page 10 of 16 <br /> <br /> <br />
