Motion by Councilmember Cormolly, seconded by Councilmember Zimmerman, to introduce the ordinance amending Section 6.04 of the City Code Entitled "Snowmobiles" by Causing the Penalty for Violation of Said Section to be a Petty Misdemeanor. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, Anderson, and Hendriksen. Voting No: None. Mayor Gamec expressed to the residents that if they want to keep snowmobiling as an activity in the City that it will be very important to operate and maintain the snowmobiles appropriately and follow the rules and regulations. Case #9: Authorize Amendment to the Joint Powers Agreement Establishing the Northstar Corridor Development Authority City Administrator Norman stated that the Northstar Corridor is a transportation corridor that extends approximately 70 miles between the St. Cloud area and downtown Minneapolis along U.S. Highway #10. The corridor includes the Burlington Northern Santa Fe Rail Line. The Northstar Corridor Development Authority (NCDA) is a joint powers board made up of counties, cities, townships, and regional railroad authorities along the corridor. The NCDA has secured federal date authorization to study, design, and construct a potential commuter rail system and other transportation improvements. This commuter rail will connect with the Hiawatha Light Rail Transit Corridor and with other planned rail projects. It will provide connections with the entire metropolitan area including downtown Minneapolis, Minneapolis-St. Paul International Airport, Mall of America, and downtown St. Paul. As a full member of the NCDA, any changes to the Joint Powers Agreement would require authorization from the City of Ramsey. The City received a formal request from Betsy Wergin, Chair of the NCDA, to add membership from Morrison County cities and towns and the Ramsey County Regional Railroad Authority as new members. Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to adopt Amendment No. 1 to the Joint Powers Agreement Establishing the Northstar Corridor Development Authority. Further discussion: Councilmember Anderson stated that the rail will be going through the City of Ramsey and she thinks the City needs to participate in all decisions regarding the issue. Councilrnember Hendriksen inquired as to what the budget implications are for being part of the NCDA. Mayor Gamec replied none, that the membership is handled by the County. Councilmember Hendriksen requested information as to proposed locations for rail stations. City Administrator Norman replied that the current selection process has a station in Ramsey at Ramsey Boulevard and Highway #10, one station in Anoka, and two in Coon Rapids. Ifa station was eliminated it would be one from Anoka or Coon Rapids, not Ramsey. City Council/October 26, 1999 Page 11 of 16
