Motion by Councilmember Cormolly, seconded by Councilmember Zimmerman, to introduce the <br />ordinance amending Section 6.04 of the City Code Entitled "Snowmobiles" by Causing the <br />Penalty for Violation of Said Section to be a Petty Misdemeanor. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Mayor Gamec expressed to the residents that if they want to keep snowmobiling as an activity in <br />the City that it will be very important to operate and maintain the snowmobiles appropriately and <br />follow the rules and regulations. <br /> <br />Case #9: <br /> <br />Authorize Amendment to the Joint Powers Agreement Establishing the <br />Northstar Corridor Development Authority <br /> <br />City Administrator Norman stated that the Northstar Corridor is a transportation corridor that <br />extends approximately 70 miles between the St. Cloud area and downtown Minneapolis along <br />U.S. Highway #10. The corridor includes the Burlington Northern Santa Fe Rail Line. The <br />Northstar Corridor Development Authority (NCDA) is a joint powers board made up of counties, <br />cities, townships, and regional railroad authorities along the corridor. The NCDA has secured <br />federal date authorization to study, design, and construct a potential commuter rail system and <br />other transportation improvements. This commuter rail will connect with the Hiawatha Light <br />Rail Transit Corridor and with other planned rail projects. It will provide connections with the <br />entire metropolitan area including downtown Minneapolis, Minneapolis-St. Paul International <br />Airport, Mall of America, and downtown St. Paul. As a full member of the NCDA, any changes <br />to the Joint Powers Agreement would require authorization from the City of Ramsey. The City <br />received a formal request from Betsy Wergin, Chair of the NCDA, to add membership from <br />Morrison County cities and towns and the Ramsey County Regional Railroad Authority as new <br />members. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to adopt <br />Amendment No. 1 to the Joint Powers Agreement Establishing the Northstar Corridor <br />Development Authority. <br /> <br />Further discussion: Councilmember Anderson stated that the rail will be going through the City <br />of Ramsey and she thinks the City needs to participate in all decisions regarding the issue. <br />Councilrnember Hendriksen inquired as to what the budget implications are for being part of the <br />NCDA. Mayor Gamec replied none, that the membership is handled by the County. <br />Councilmember Hendriksen requested information as to proposed locations for rail stations. City <br />Administrator Norman replied that the current selection process has a station in Ramsey at <br />Ramsey Boulevard and Highway #10, one station in Anoka, and two in Coon Rapids.
