Case #3: Expanding the Number of Voting Precincts in the City of Ramsey <br /> <br />Deputy City Clerk Thieling explained that the procedure to add more precincts is adoption of a <br />resolution that includes the description of the boundary lines of precincts, the polling places, and <br />the effective date. Following adoption of such resolution, Staff will execute it and send a <br />certified copy to the Secretary of State and to the Anoka County Elections Department. The <br />resolution requests adding three more precincts, making a total of eight for the City of Ramsey. <br />Staff has taken the precinct map to Anoka County GIS to request a professionally colored map <br />showing the precinct boundaries, the polling places, the school districts, etc. <br /> <br />Councilmember Connolly inquired if the map will be posted at City Hall. <br /> <br />Deputy City Clerk Thieling replied yes. <br /> <br />Councilmember Anderson inquired if all of the polling places will be handicap accessible. <br /> <br />Deputy City Clerk Thieling replied that she has only one site left to contact in regards to the <br />issue, and all others are handicap accessible. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Connolly, to adopt <br />Resolution #99-10-203 expanding the number of voting precincts in the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Appoint Precinct Liaisons <br /> <br />Deputy City Clerk Thieling stated that at the October 12, 1999 meeting, Staff presented a <br />proposed ordinance to Council to repeal the following sections of the City Charter: Section 3.2 <br />Liaison function. Councilmembers shall be assigned as a liaison to necessary areas both internal <br />and external to the City. These assignments shall be rotated periodically and shall involve no <br />administrative responsibility. 3.2.1 Precinct Liaison. Following the adoption of this Charter, a <br />system of yearly rotating precinct liaisons shall be established such that three of the four <br />Councilmembers will each act as liaison for one of the three precincts for a period of one year. <br />At no time shall the same Councilmember act as liaison for the same precinct during his/her full <br />four-year term. Section 3.2.2 Precinct Boundaries. The precinct boundaries shall correspond to <br />those adopted and revised periodically by Council. There shall be three precincts and they shall <br />approximate each other in population. In 1993, Council adopted an ordinance repealing the <br />requirement of precinct liaison meetings because they were poorly attended and the citizens are <br />given a chance to express concerns and/or comment during the citizen input portion of the <br />regular City Council meeting. On October 12, 1999, when Staff presented the proposed <br />ordinance recommending that Section 3.2 be deleted in its entirely, Council agreed to introduce <br />and finally adopt an ordinance amending the section about limiting the number of precincts to <br /> <br />City Council/October 26, 1999 <br /> Page 6 of 16 <br /> <br /> <br />
