Fire Chief Kapler replied that he will be meeting with the architects on October 27th, and invited <br />Councilmember Hendriksen to attend the meeting. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt <br />Resolution #99-10-202 approving the Redevelopment Project area. <br /> <br />Further discussion: Councilmember Hendriksen inquired as to why the redevelopment area is <br />larger than fire station site. Finance Officer Lund replied that Briggs and Morgan indicated that <br />the redevelopment area should include an area outside of the fire station, but that does not mean <br />that the additional area would be redeveloped. Councilmember Hendriksen questioned if it <br />would affect the rights of any adjacent property owners. City Administrator Norman replied no. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #2: Adopt Ordinance Amending Section 3.2.2 of the Ramsey City Charter <br /> <br />Deputy City Clerk Thieling stated that on October 12, 1999, an ordinance was presented to the <br />City Council, which would repeal Section 3.2 of Chapter 3 of the Ramsey City Charter. Deletion <br />of 3.2 repeals the requirement of liaison functions, 3.2.1-precinct liaison and 3.2.2 - precinct <br />boundaries. During the discussion of the ordinance, Council determined they did not want to <br />repeal the section appointing them as a liaison to certain precincts. Although this appointment <br />had not been done since 1994, Council asked that they again be appointed to the precincts. <br />Council was interested in amending Section 3.2.2 relating to precinct boundaries. By deleting <br />only the portion relating to allowing just three precincts, Council is able to add more precincts in <br />the City of Ramsey, thereby making the population of each precinct somewhat more equal. <br />Adding more precincts is done by resolution that is executed by Staff and sent to the Secretary of <br />State. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adopt <br />Ordinance #99-15 amending Chapter 3 of the Home Rule Charter of the City of Ramsey which <br />Chapter 3 is Entitled "Council Procedures". <br /> <br />A roll call vote was performed by the recording secretary. <br /> <br />Councilmember Zimmerman aye <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br />Councilmember Connolly aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />City Council/October 26, 1999 <br /> Page 5 of 16 <br /> <br /> <br />
