City Engineer Jankowski replied in the $100,000 range or higher. <br /> <br />Mr. Holasek inquired as to when the assessments would be charged to the property owners. <br /> <br />City Engineer Jankowski replied that they currently don't have all the details on the feasibility <br />study, but explained they would like to do the project in phases and concentrate on the developed <br />properties first. <br /> <br />Mr. Holasek stated that he is opposed to any decision being made without seeing the costs. He <br />questioned if the affected property owners are picking up the costs for someone else's drainage. <br /> <br />Mayor Gamec replied that only the benefited property owners will have to pay for their share of <br />the project. <br /> <br />City Engineer Jankowski explained that the intention of the feasibility study is to benefit only the <br />stated properties. <br /> <br />Robert Dillon, 6255 Highway #10, Ramsey, stated that he owns most of the property that is <br />affected and he does not see any advantage to the project because his piece of property do not <br />have a water problem. <br /> <br />City Engineer Jankowski replied that they realize there is a difference within the district and that <br />they are trying to do something within the feasibility study to account for that. He explained that <br />the City needs to have a plan that will allow for crossing on Highway #10 and can handle the <br />area when the property is fully developed. <br /> <br />Mr. Dillon stated that it is the east property owners that have the problem and they should not <br />have to bail them out of a problem they caused. <br /> <br />Councilmember Zimmerman stated that with the stormwater drainage in place it will allow <br />property owners to use a greater portion of their property, and the plan will also take into <br />consideration undeveloped lots. <br /> <br />Mr. Dillon replied that the City has to allow a permit for asphalt to be installed and it should be <br />determined what problems would occur by doing so. <br /> <br />Councilmember Hendriksen stated that the person at the top of the hill always feels they don't <br />have a drainage problem while the people at the bottom are swimming. He explained that if Mr. <br />Dillon were to decide to develop his property in the future it would require an outlot for drainage. <br />Councilmember Hendriksen stated that there are some things that occurred on the east end of the <br />parcel that probably should not have and now the City needs to try to correct them. <br /> <br />Mr. Dillon replied that if he were to develop his property he feels it would be his responsibility to <br />cover the expense for draining the property. <br /> <br />City Council/November 9, 1999 <br /> Page 6 of 16 <br /> <br /> <br />
