City Attorney Goodrich noted that the Council could review the feasibility study prior to <br />adopting the ordinance. <br /> <br />City Engineer Jankowski stated that since there are a handful of property owners, he suggested <br />meeting with them to review the feasibility study prior to the public hearing. <br /> <br />Consensus of the Council was to direct City Engineer Jankowski to meet with the affected <br />property owners regarding the feasibility study prior to the public hearing. <br /> <br />Mayor Gamec noted that he received a letter from Mr. Gilbertson stating he was opposed to the <br />project. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to introduce the <br />ordinance creating Mississippi River Stormwater Subdrainage District No. 1 and to direct City <br />Engineer Jankowski to meet with the affected property owners prior to the next pubic hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #2: Request for Site Plan Review; Case of Lord of Life Church <br /> <br />Planning Consultant Scazlo stated that Lord of Life Church is proposing an expansion to their <br />existing building at 14501 Nowthen Boulevard NW (County State Aid Highway No. 5). The site <br />plan proposes a 35,206 square foot multi-purpose room and a 7,276 square foot alternate A-1 <br />youth room to the current 23,194 square foot facility, for a total of 65,676 square feet. Lot <br />coverage is restricted to 35% and the expanded building equates to a lot coverage of 4%. The <br />new parking area is being drained to an existing detention basin adjacent to County State Aid <br />Highway No. 5. The plan is being reviewed by the Lower Rum River Watershed Management <br />Organizatiou. The site currently has 373 parking stalls. The parking plan proposes to add 86 <br />stalls for a total of 453 parking spaces. City Code requires one parking stall for every three seats <br />or each five feet of pew in churches. There are currently 500 seats in the sanctuary, which <br />requires 167 stalls. The multi-purpose room will be 17,000 square feet and the plan proposes to <br />provide one stall for every 100 square feet. This formula is acceptable to City Staff. The overall <br />addition was Alternative A-1 which is 42,482 square feet. At the highest formula for calculating <br />parking, the code requires one space per 200 square feet. In this case that would require 212 <br />additional stalls. In accordance with City Code, the parking area will be paved with bituminous <br />and finished with B-612 concrete curb, except areas on the west and north side of the parking lot <br />addition. In those areas the plan proposes to use bituminous curbing in anticipation of future <br />expansion of the parking area. Also, if Alternative A-1 is not constructed at this time, the plan <br />proposes to use bituminous curbing around that area in anticipation of future construction. Staff <br />has determined that since there are many existing trees on the property which adequately screen <br />the church expansion from the surrounding residential properties, no additional screening is <br />required. <br /> <br />City Council/November 9, 1999 <br /> Page 8 of 16 <br /> <br /> <br />
