• <br />3. That the surrounding parcels are currently zoned B -1 Business. <br />4. That 86.71 acres located to the northwest and southwest of the Subject Property is <br />proposing to be rezoned to Planned Unit Development (PUD) to facilitate a residential <br />development. <br />5. That the Applicant is proposing to lease space from the City to allow for a total of twelve <br />(12) antennas located on the outside of the water tower, and a 12 -foot by 30 -foot <br />equipment building to be constructed near the base of the water tower on City owned <br />property. <br />6. That Applicant has stated that the proposed use will not increase the water tower <br />maintenance costs to the City, will not unreasonably interfere with water tower <br />maintenance, will not increase the risks of contamination to the City's water supply, and <br />will not cause interference to any other broadcast systems, including law enforcement, <br />fire and ambulance services. <br />7. That the Applicant has stated that there will be no personnel stationed at the site on a <br />permanent basis. <br />8. That the Applicant has stated that the existing access to the Subject Property is adequate <br />and no parking will be required because site visits will be infrequent and of limited <br />duration. <br />9. That the proposed use will not adversely impact traffic in the area. <br />10. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />working in the vicinity of the use, or to the public welfare. <br />1 1. That the proposed use will not substantially adversely impair the use, enjoyment, or <br />market value of any surrounding property. <br />12. That the proposed use will be served adequately by essential public facilities and services. <br />13. That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services and will not be detrimental to the economic welfare of the <br />community. <br />14. That the proposed use will not be hazardous or disturbing to existing or future <br />neighborhood uses. <br />15.
