12. That St. Paul Terminals approached the City Council on May 8, 2001, requesting the
reassignment of the conditional use permit and as of May 21, 2001, the facility is closed
to all activity until the City takes final action on this conditional use permit application.
• 13. That on May 8, 2001, the City Council expressed the desire to initiate proceedings to
revoke Danny's Inc. conditional use permit based on the history of violations and
consider a new conditional use permit for St. Paul Terminals based on the scope of their
proposed use.
14. That the City received an application for a conditional use permit from the Applicant
which identifies the intent to operate a recycling facility that will include: a redemption
center for ferrous and non - ferrous metals, processing ferrous and non - ferrous metals
including melting down aluminum, processing automobiles, and retail sales of recycled
railroad timbers.
•
15. That the Applicant has submitted a site plan dated May 23, 2001 that identifies
processing areas for the various activities in the building and on the grounds. The
building on Lot 1 will be used for office space, indoor metal processing and storage,
including the aluminum melt furnaces. The yard on Lot 1 will be used for processing
automobiles, and processing, baling and storing other ferrous scrap. Lot 2 is proposed to
be used for outdoor storage of saleable timbers, containers, and truck parking.
16. That during their management of the site over the past 2 years, the Applicant has erected
a 100% opaque steel fencing on parts of Lots 1 and 2 that will provide some screening of
the outside activities; however, the Applicant is not proposing to add any additional
screening to Lot 2 because the future master plan contemplates expansion to the east
versus the north.
17. That if the Applicant successfully assumes ownership of the Subject Property, they have
expressed a desire to work with the City to expand their facility into an indoor operation
that will include redevelopment of other blighted parcels in the industrial park and
facilitate the westerly extension of 141 Avenue N.W.
18. That the proposed use will not create excessive additional requirements at public cost for
public facilities and services.
19. That the proposed use will not involve uses, activities, processes, materials and
equipment and conditions of operation that will be detrimental to persons, property or the
general welfare by reason of excessive production of glare, noise, traffic, smoke, fumes or
odor.
20. That the proposed use will not be unduly dangerous or otherwise detrimental to persons
residing or working in the vicinity or to the public welfare.
21. That the proposed use will be consistent with the intent and purposes of Chapter 9.03.04
(Conditional Use Permits) of the Ramsey City Code.
The motion for the adoption of the foregoing resolution was duly seconded by Councilmember
Anderson, and upon vote being taken thereon, the following voted in favor thereof:
Mayor Gamec
Councilmember Kurak
Councilmember Anderson
Councilmember Hendriksen
Councilmember Zimmerman
RESOLUTION #01 -06 -240
