• 4. Odor. The emission of odor from the operation shall be in compliance with and regulated <br />by the State of Minnesota Pollution Control Standards, Minnesota Rules 7005.0920, as <br />amended except as modified herein by City performance requirements. <br />• <br />• <br />5. Smoke. The emission of smoke from the operation shall be in compliance with and <br />regulated by the State of Minnesota Pollution Control Standards, Minnesota Rules <br />7005.0480 subp. 1.B, as amended except as modified herein by City performance <br />requirements. <br />6. Furnace Emissions and Monitoring. Emissions from the melt furnace shall comply with <br />State and Federal regulations as they exist and may be modified from time to time during the <br />period of the CUP. An independent testing laboratory will conduct emissions monitoring <br />at least once per year or on a more frequent basis if pollutants are in excess of standards. The <br />Permit Holder will make a complete report available to the City within thirty (30) days of <br />completion by the testing laboratory. At a minimum, the parameters of such emissions <br />monitoring will include the following State and Federal criterion's pollutant emissions as <br />may exist from time to time during the term of this permit. The cost of such testing and <br />reports will be borne by the Permit- Holder. <br />OUTLINE OF REVISED MONITORING PROGRAM <br />Sample Type Parameter Frequency* <br />Stack Emissions Particulate, opacity Annually <br />(3 samples minimum per event) <br />*Assumes no significant change in wastes to be incinerated. <br />The City and the Permittee may mutually agree to revise the monitoring program from time <br />to time. Such revisions shall be authorized in accordance with Condition 36 herein. <br />7. Acceptable Materials. <br />a. Permittee may operate a ferrous and nonferrous metal recycling center and <br />abandoned rail recycling operations on the site. <br />b. Permittee may conduct a recycling facility to collect and transfer smaller grades of <br />metal, including sorting and processing tin, aluminum, copper, cast iron, steel and various <br />metals. Additionally, the company may process structural and plate steel from companies <br />which is sorted and resold to foundries. The Permittee shall not process wire by melt <br />operations. <br />c.
