. City Attorney Goodrich explained that there needs to be a three out of five vote to submit the Plan to the Met Council. Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to authorize preliminary approval subject to review by the Met Council, changes made on pages VI-7 and VI- 13, and each Councilmember receiving a copy of the final document and one document notarized or initialed and held at City Hall. further discussion: Mayor Gamec inquired if it was acceptable to have a notarized document rather than signatures. Councilmember Hendriksen replied that his main concern is to make sure there is an original copy. Mayor Gamec suggested having a bound master copy. City Attorney Goodrich suggested waiting to make a bound copy until a Plan is adopted. Councilmember Hendriksen stated that he would like a notarized copy of what is submitted to the Met Council. Councilmember Anderson inquired why staff is recommending submitting the plan without preliminary approval. City Administrator Norman replied that he thought it was the easiest way to move forward. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Connolly. Voting No: Councilmember Anderson. . Case #8: T.n. #47 Update City Administrator Norman stated that the Council held a work session on December 7th to discuss the T.R. #47 project and the following direction was given: . Offer contract to Leonard W. Levine & Associates, Inc. to assist the City with the determination of the precise status of the project, ascertain the availability of funding sources, and provide the City with accurate information concerning the project's construction schedule. Levine's consulting direction will be through the City Administrator. Council authorized contracting with Leonard W. Levine & Associates, Inc. during the Council meeting of December 14, 1999. . In the early stages of the project, the City had discussed with MnDOT the use of funds from the maintenance project slated for T.H. #47 from C.R. #116 to 153rd Avenue. The City had understood that MnDOT would transfer the amount of money scheduled for the overlay project to the construction project. SRF Consulting Group, Inc. received a response from MnDOT stating that MnDOT already committed those funds to the project when their participation went from $400,000 to $500,000. . When is the City required to complete acquisition of rights-of-way and rights-of-access? SRF Consulting learned that MnDOT would prefer to have the right-of-way Certificate No.1 . completed as soon as possible.
