City Attorney Goodrich explained that there needs to be a three out of five vote to submit the <br />Plan to the Met Council. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to authorize <br />preliminary approval subject to review by the Met Council, changes made on pages VI-7 and VI- <br />13, and each Councilmember receiving a copy of the final document and one document notarized <br />or initialed and held at City Hall. <br /> <br />further discussion: Mayor Gamec inquired if it was acceptable to have a notarized document <br />rather than signatures. Councilmember Hendriksen replied that his main concern is to make sure <br />there is an original copy. Mayor Gamec suggested having a bound master copy. City Attorney <br />Goodrich suggested waiting to make a bound copy until a Plan is adopted. Councilmember <br />Hendriksen stated that he would like a notarized copy of what is submitted to the Met Council. <br />Councilmember Anderson inquired why staff is recommending submitting the plan without <br />preliminary approval. City Administrator Norman replied that he thought it was the easiest way <br />to move forward. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Connolly. <br />Voting No: Councilmember Anderson. <br /> <br />. <br /> <br />Case #8: <br /> <br />T.n. #47 Update <br /> <br />City Administrator Norman stated that the Council held a work session on December 7th to <br />discuss the T.R. #47 project and the following direction was given: <br /> <br />. Offer contract to Leonard W. Levine & Associates, Inc. to assist the City with the <br />determination of the precise status of the project, ascertain the availability of funding <br />sources, and provide the City with accurate information concerning the project's <br />construction schedule. Levine's consulting direction will be through the City Administrator. <br />Council authorized contracting with Leonard W. Levine & Associates, Inc. during the <br />Council meeting of December 14, 1999. <br /> <br />. In the early stages of the project, the City had discussed with MnDOT the use of funds from <br />the maintenance project slated for T.H. #47 from C.R. #116 to 153rd Avenue. The City had <br />understood that MnDOT would transfer the amount of money scheduled for the overlay <br />project to the construction project. SRF Consulting Group, Inc. received a response from <br />MnDOT stating that MnDOT already committed those funds to the project when their <br />participation went from $400,000 to $500,000. <br /> <br />. When is the City required to complete acquisition of rights-of-way and rights-of-access? <br />SRF Consulting learned that MnDOT would prefer to have the right-of-way Certificate No.1 <br />. completed as soon as possible.
