Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Connolly. <br />Voting No: None. <br /> <br />Case #2: <br /> <br />Request for Site Plan Review; Case ofB & B Carpet <br /> <br />Case #3: <br /> <br />Request for Authorization of a Business Subsidy Agreement with Ramsey <br />B&B L.L.C <br /> <br />Planning Consultant Scalzo stated that B & B Carpet is proposing to locate at 6937 Highway <br /># 10, the applicant will be the main tenant for the proposed strip mall. The proposed strip mall <br />and B & B Carpet would replace the current location of the Lighthouse Bar & Grille. The <br />property is in the Business Highway District (B3). The proposed business activity would consist <br />of a showroom - retail and warehouse mix. The proposed site plan meets all of the setbacks, <br />parking, and lighting requirements as stated by City Code. The proposed facility is within the <br />35% maximum structure area of the lot. The complete site area includes 3.7 acres with a <br />proposed building area of 42,000 square feet, or 26% of the site area. The applicant is proposing <br />two accesses off of State Highway #10, which reduces the current accesses into the location by <br />one. The City Engineer suggests that the properties to the east and west share the proposed two <br />accesses into and out ofB & B Carpet from Highway #10. This can be accomplished by moving <br />the westerly access approximately 65 feet westward to the property line. The entrance into B & <br />B Carpet will be facing Highway #10. The loading docks will be located at the rear of the <br />building, which is next to the Northern Burlington Railroad tracks. All maneuvering areas will <br />be surfaced with bituminous and finished with concrete curbing, The applicant is providing 93 <br />parking spaces using the one - sta1ll200 square feet for showroom area and one-stall/100 square <br />feet for warehouse area. B & B Carpet will be equipped with four handicap parking spaces in <br />close proximity to the outlined entrances. The City Engineer has reviewed the proposed utility <br />plan for B & B Carpet and is recommending discussion to occur between the City and Amcon <br />Engineering over utility installation. Issues such as specification, construction inspection, <br />ownership, and notification of the adjacent properties should be further discussed. The proposed <br />site has adequate landscaping and greenspace. Amcon has included landscaping in front of the <br />building and in-between the buffer of Highway #10 and the parking lot along with greenery on <br /> <br />City Council/December 21, 1999 <br />Page 4 of 15 <br />
