Staff feels the proposed landscaping and <br />screening meets the necessary requirements of the Business Highway district nature. <br /> <br />Jim Winkels, Amcon, stated that the two primary issues that were discussed during the Planning <br />Commission meeting were the utilities and the exterior color and design of the building. He <br />explained that currently the utilities are 800 feet from the site and they are in the process of <br />obtaining easements for the utilities. <br /> <br />City Engineer Jankowski stated that Staff had discussed the desirability of bringing the water to <br />the front of the property making fire hydrants more available to firefighters, but keeping the <br />sewer to the back of the property. <br /> <br />Mr. Winkels replied that they would be comfortable with an easement in the front and back of <br />the property for utilities. <br /> <br />Councilmember Hendriksen inquired as part of acquiring the right-of-way for a frontage road, <br />should the City also require right-of-access. <br /> <br />City Engineer Jankowski replied that it has been a goal of the City to consolidate accesses on <br />Highway #10 whenever possible and the site plan would reduce accesses from three to one. <br /> <br />Councilmember Hendriksen questioned if it would be acceptable to the property owner to have <br />access from the frontage road rather than Highway #10. <br /> <br />Mr. Winkels replied that they would be willing to discuss the issue further once the access points <br />would be identified, but currently the access from Highway #10 is important. <br /> <br />Councilmember Hendriksen stated that the City is discovering that once the City allows an <br />access, the property owner is not willing to give up that access up in the future. <br /> <br />Mr. Winkels stated that they are willing to grant the right-of-way for a future frontage road, and <br />would not be opposed to an access from a frontage road if the City could identify the access. <br />They are willing to work with the City on the issue, <br /> <br />COllncilmember Hendriksen stated that he would like to see something conclusive as part of the <br />agreement. <br /> <br />Mr. Winkels stated that it would be acceptable to have an access from the fi"ontage road. <br /> <br />Councilmember Hendriksen requested that the appropriate wording be added to the agreement <br />that states they would be willing to give up their Highway #10 access if a frontage road was <br />installed. <br /> <br />City Council/December 21, 1999 <br />Page 5 of 15 <br />
