• WHEREAS, on June 26, 2001, the City Council rezoned the Subject Property from R -1 <br />Rural Residential to R -1 Urban Residential; and <br />• <br />WHEREAS, on July 12, 2001, the Planning Commission conducted a public hearing, <br />tabled any action on the request for preliminary plat approval, and directed the Developer to meet <br />with City Staff to search for alternate street alignments that reduce the traffic impacts on adjacent <br />neighborhoods; and <br />WHEREAS, on August 7, 2001, City Staff presented four (4) street alignment options <br />(A, B, C, and D) to the Planning Commission for review and the Planning Commission <br />recommended that Option B be presented to the City Council for approval; and <br />WHEREAS, on August 28, 2001, Option B was presented to the City Council for <br />approval and the City Council requested that City Staff schedule an additional public hearing in <br />front of the City Council; and <br />WHEREAS, on September 11, 2001, the City Council conducted a preliminary plat <br />public hearing for Centex Homes. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby grants preliminary plat approval to Centex Homes <br />contingent upon compliance with City Staff review letters dated July 5, 2001 and August <br />21, 2001. <br />2) That selected street alignment will be Option B. <br />3) That any overages in Storm Water improvements above and beyond the standard Storm <br />Water Management fee are to be funded by the developer and no direct costs will be <br />incurred by the City relating to Storm Sewer. <br />4) That the developer will provide a restricted primary structure building area on those lots <br />along the east and west boundaries of the plat to provide a buffer area adjacent to existing <br />neighborhoods. <br />5) That the developer shall be responsible for the cost of all required drainage <br />improvements. <br />6) That City Staff will investigate the feasibility of installing an emergency access gate on <br />155` Lane NW at the easterly boundary of Woodland Green. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Anderson and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Gamec <br />Councilmember Kurak <br />Councilmember Anderson <br />RESOLUTION #01 -09 -329 <br />Page 2 of 3 <br />
