in serving Ramsey's transportation system. It is evident that something needs to be done to the <br />Highway. <br /> <br />Councilmember Hendriksen commented that MnDOT is not really paying their share for the <br />improvements. He was concerned that other participation has gone down and Ramsey's share <br />has gone up. <br /> <br />Mr. Jankowski disseminated a breakdown of the budget for #47. He explained the handout, <br />talked about the cost estimate, talked about acquisitions and land swap. Standards of road <br />construction were discussed. <br /> <br />Deadlines for funding were discussed. <br /> <br />Comments were made about there being so many "unknowns" with the project. It was asked <br />what if we do not do anything - we just stop the project. We could apply for stop lights and <br />connect Sunwood Drive and do nothing else. <br /> <br />Mr. Eyler responded that if it was designed to put in some turn lanes, you could have done that, <br />but there's too much history now. The City has invested a lot of money into this project. <br /> <br />Mr. Norman stated that the purpose for tonight's meeting was to get to a logical process to bring <br />numbers to a palatable amount. He reported that Councilmember Hendriksen had given him the <br />name of Len Levine, formerly of MnDOT. He had suggested bringing him on as a consultant. <br /> <br />Consensus was to see what that study is and then maybe look at a consultant. <br /> <br />Mr. Norman summarized the following from the discussion this evening: 1) When does the <br />right-of-access and right-of-way acquisition have to be completed. 2) Get assurance they would <br />do engineering, construction and inspection for $160,000. 3) Get assurance from the County for <br />$200,000 - bringing theirs to $250,000. 4) The difference in cost of an overlay. 5) One area <br />we are unable to talk about tonight is about the issue of right-of-way and acquisition, We might <br />have to have a closed meeting. Council asked that the mention of Len Levine as a consultant be <br />placed on the Council agenda. 6) We have to follow up with a work session next week or the <br />week after. <br /> <br />Councihnember Hendriksen commented that the City has turned in plans to the State and he is <br />still not pleased with the configuration around 142''d Avenue. What's our ability to make <br />changes at this point? <br /> <br />Mr. Norman responded that we can submit other plans - it may just delay the project a bit. <br /> <br />Councilmember Hendriksen felt it was ridiculous to have six lanes. He would like to see two- <br />through lanes and a median. <br /> <br />Mr. Eyler commented that they (State?) want two through lanes (four lanes) and shoulders - so <br />that would basically be six lanes anyway. <br /> <br />City Council Work Session - December 7, 1999 <br /> Page 2 of 4 <br /> <br /> <br />
