Mr. Dvorak presented a map showing lanes. <br /> <br />Councilmember Hendriksen stated, with regard to 142"d, that he wants to see that closed or a <br />stoplight there. <br /> <br />Mr. Dvorak stated there is no way to control what MnDOT would do with regard to a signal, so <br />he guessed if that's Council's stance, we would have to close it. <br /> <br />Mr. Eyler talked some about chances for getting a signal. <br /> <br />Councilmember Hendriksen expressed concern that there will be no lights and we will be left <br />with the median open. <br /> <br />Discussion ensued relating to 142'~d. Councilmember Hendriksen was concerned that we will be <br />building a six million-dollar road and traffic will still not flow. <br /> <br />It was suggested that we try for signal lights at 142"d and then close it if we cannot have lights. <br />A pedestrian bridge was also discussed. <br /> <br />#2: Orin Thompson Development <br /> <br />City Administrator Norman and Director of Public Works Kapler summarized a meeting about <br />and with Orin Thompson Homes relating to the home that was built where there are drainage <br />issues. They noted it was a very productive meet. ing and listed the following issues: l) <br />requested 1% minimum fall with a drainage swale; 2) slope of detention pond - that went to 10 <br />to 1 slope and that's acceptable; 3) if pond fills, where will it go - proposed that water will flow <br />to the north. They will put in drain tiles With a swale to deal with the groundwater. These were <br />the three key issues we needed resolution to. <br /> <br />City Engineer Jankowski showed a sketch with plans and showed the retaining wall. <br /> <br />Councilmember Hendriksen thought the residents did not want a retaining wall. <br /> <br />City Attorney Goodrich stated that his concern is that we cannot meet everyone's expectations. <br />We will run into problems on holding off building permits. <br /> <br />Councihnember Hendriksen stated that they built this house too low and they need to correct <br />that. Maybe people would not find that acceptable (look out instead of a walk out) but they <br />would have to deal with Orin Thompson on that. <br /> <br />Mr. Norman noted that the Weise's want the City to be a part of this. At some point, there may <br />be an action against Orin Thompson. <br /> <br />Cormcilmember Hendriksen stated he did not feel we should put a position on all of Weise's <br />neighbors. <br /> <br />City Council Work Session - December 7, 1999 <br /> Page 3 of 4 <br /> <br /> <br />
