Case #8: Consider Joint Powers Agreement for Preliminary Design Work on Trunk <br /> Highway 47 <br /> <br />Public Works Director Olson reviewed that the City of Ramsey has been working with MnDOT, <br />Anoka County and Burns Township for a number of years trying to find the solution to the traffic <br />congestion on Trunk Highway 47. MnDOT has committed $200,000 to put towards the <br />preliminary design and evaluation of alternatives for relieving this congestion. The proposed <br />agreement sets forth the rules to use these dollars ($200,000), requires a local match and it is <br />anticipated that the local match portion ($150,000) will come from a combination of City of <br />Ramsey ($22,500), City of Anoka ($22,500), Bums Township ($2,500), and Anoka County <br />($102,500) participation. The City of Ramsey is going to be receiving greater than $22,500 from <br />the federal government with the TH 47 project closeout and staff is anticipating this money to <br />pay for this work. Mr. Olson advised there is also a Memorandum of Understanding (MOU) <br />between the agencies that staff is requesting approval for, which formalizes the direction <br />regarding the need for future improvements to the TH 47 corridor. This MOU is a non-binding <br />agreement that does not have any costs associated, but outlines the intentions of the agencies. <br /> <br />Motion by Councilmember Pearson, seconded by Couneilmember Cook, to adopt Resolution <br />#06-05-168 authorizing the attached resolution authorizing the signing of the attached Joint <br />Powers Agreement and the authorizing signing of the attached Memorandum of Understanding. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #9: <br /> <br />Introduction of an Ordinance Authorizing the Sale of Lot 2, Block 1, Sunfish <br />Lake Business Park Third Addition <br /> <br />City Attorney Goodrich stated the City is currently negotiating with a business to develop in <br />Ramsey. As part of the proposed transaction, the City would convey title to Lot 2, Block 1, <br />Sunfish Lake Business Park Third Addition to the business. In order to complete this transaction <br />in a timely manner a sale ordinance needs to be introduced and adopted authorizing the sale. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to introduce an <br />ordinance authorizing the sale of Lot 2, Block 1, Sunfish Lake Business Park Third Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />Case #10: Report from Personnel Committee <br /> <br />1) Authorization to Hire a Patrol Officer <br /> <br />Councilmember Cook stated in April 2006, staff received authorization to begin the recruitment <br />process to hire a patrol officer. Staff has completed the internal recruitment and the Police Chief <br />recommends hiring Christopher Curtis for the patrol officer position. The results of Mr. Curtis' <br />background investigation, psychological exam and a pre-employment physical and drug screen <br />are satisfactory.
