The final plat of Rum River <br />Meadows was just approved, and this proposed ordinance should be adopted. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Ordinance <br />#06-17 approving the rezoning of the Subject Property from R-1 Residential to Planned Unit <br />Development (PUD) based on Finings of Fact #728. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councilmember Cook: aye <br />Councilmember Elvig: aye <br />Councilmember Jeffrey: aye <br />Councilmember Olson: aye <br />Councilmember Pearson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carried. <br /> <br />Case #3: <br /> <br />Request or an Interim Use Permit to Allow for Outdoor Storage on an <br />Unimproved Surface in the R-1 Residential District; Case of RV World, Inc. <br /> <br />Community Development Director Trudgeon explained RV World, Inc. has submitted an <br />application for an Interim Use Permit to allow for outdoor storage of surplus Recreational <br />Vehicles (RVs) and travel trailers on an unimproved surface on the property located at 14453 <br />Llama Street NW. In March 2006, the City was alerted to the fact that RVs and travel trailers <br />were being stored on an unimproved surface on a parcel south of Riverdale Drive. After an <br />initial inspection, staff contacted RV World, Inc. to inform them that the RVs and travel trailers <br />being stored were in violation of City Code. RV World was informed that the surplus RVs and <br />travel trailers need to be removed from this site and relocated to RV World's existing property <br />on Highway 10 or apply for an interim use permit, which, if approved, would allow for the <br />outdoor storage to continue for a specified period of time. Mr. Trudgeon reviewed that B & A <br />Cylinder received an interim use permit each of the past two years that allowed for outdoor <br />storage of Recreational Vehicles (RVs) and/or travel trailers as a secondary principal use on a <br />property that was zoned E-1 Employment District. The RVs and/or travel trailers that were <br />being stored at that site were the property of RV World, Inc. Both of those permits allowed for <br />the storage of up to 70 RVs and/or travel trailers on an unimproved surface. Mr. Trudgeon <br />explained the site where the RVs and travel trailers are currently stored is about 40 acres and is <br />relatively secluded. The RVs and travel trailers are situated between a greenhouse and old <br />garage that provide at least partial screening and there is also a line of trees along the northern <br />property that screens them somewhat as well. However, the property is zoned R-1 Residential <br />and there are no provisions in this district that allow for outdoor storage of this type. <br /> <br />Community Development Director Trudgeon stated several factors must be considered regarding <br />this request. First, while the site of the RVs and travel trailers is more sechided than in past <br />instances, the property is zoned R-1 Residential. Off-street parking regulations pertaining to <br />motor vehicles and/or equipment on residentially zoned parcels prohibit parking them on a parcel <br />unless they are owned or leased by a person residing on the property owned or leased by the <br />City Council / May 23, 2006 <br />Page 7 of 20 <br /> <br /> <br />
