Mayor Gamec stated he would question the use of City land for this type of use. The City is <br />trying to clean up Highway 10 and storage on dirt fields should not be allowed anymore. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to adopt Findings of <br />Fact relating to a request from RV World, Inc. for an interim use permit for outdoor storage on <br />an unimproved surface on a residentially zoned property at 14453 Llama Street NW. <br /> <br />Further discussion: Councilmember Strommen expressed her opposition to this type of use in a <br />residential area. Councilmember Elvig inquired about the process of moving the trailers that are <br />on this lot, and how the business owner will know what property is available to move the trailers <br />to. Community Development Director Tmdgeon indicated the business owner should have a <br />dialogue with staff and they can be pointed in the right direction. He explained this summer <br />Community Development Staff will be in contact with all of the RV and used car dealers in the <br />City to be sure they are in compliance and to educate them about the requirements. <br />Councilmember Elvig indicated rules will need to be set, such as the business not having more <br />than 10% of its usual inventory as their float. Councilmember Jeffrey indicated staff should <br />work with the applicant to determine a reasonable timeframe to have the RVs moved from the <br />site. Community Development Director Trudgeon indicated with the B & A Cylinder site the <br />vehicles were moved by the end of August, which would be 90 days in this situation. <br />Councilmember Elvig suggested the RVs be required to be moved by the end of September. <br />Councilmember Pearson stated the City needs to hold tight and treat everyone the same, with no <br />one being allowed to park the vehicles on the grass. Community Development Director <br />Trudgeon advised the findings included with the staff report are in the positive form. City <br />Attorney Goodrich advised this application could be tabled for staff to draft findings or the <br />Council could go through the findings to be considered for adoption at this time. <br /> <br />The motion on the floor was withdrawn. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to table a request for <br />an interim use permit to allow for outdoor storage on an unimproved surface in the R-1 <br />Residential District; Case of RV World, Inc., and to direct staff to draft findings of fact for <br />denial. <br /> <br />Motion carded. Voting No: None. <br /> <br />Mayor Gamec announced there will be a Community Blood Drive on June 1 at the Fire Station <br />from noon to 6:00 p.m. <br /> <br />Case #3A: <br /> <br />Consider Request for Additional City Funding for Improvement Project 05- <br />27 Welcomes Road Street Grading and Paving Improvements (Report from <br />Public Works Committee Case #5) <br /> <br />City Engineer Jankowski reviewed that bids for this project were opened on February 23, 2006, <br />and were approximately 78% higher than those anticipated in the feasibility study. A second <br />public hearing was held on Tuesday, March 28, 2006, to initiate the reconsideration of this street <br />paving project at the higher cost. The revised feasibility study was prepared with the same cost <br />sharing that was directed by City Council for the original project; that is the City sharing 50% of <br />the total project costs.
