Community Development Director Trudgeon quoted the following from the minutes of the <br />September 20, 2005 Council work session: <br /> <br />The Council discussed the proposed sketch plan for Wild Oaks of Ramsey, including the <br />following issues: pre-existing road extension to the south; possibility of stub road to <br />west; the need for water access for emergency situations; and the length of the proposed <br />cul-de-sac. <br /> <br />The consensus of the Council was that the cul-de-sac for Wild Oaks of Ramsey is too <br />long as presented, and to suggest that the developer contact the landowner to the west to <br />determine the possibility of working together and extending a road connection to the west <br />to provide access to the subdivision. <br /> <br />Mr. Maloney stated the preparation of a cluster septic system is essentially a final document that <br />was required for the Planning and Zoning to even consider the preliminary plat. This <br />development could be constructed tomorrow with essentially $50,000 worth of final design <br />completed. <br /> <br />Councilmember Elvig informed Mr. Maloney the documents that have been prepared will likely <br />be able to be utilized soon. He asked if this application will fall under the moratorium if it is <br />tabled tonight. <br /> <br />Community Development Director Trudgeon responded in the affirmative. He advised the 120 <br />day timeline needs to be adhered to as well; action is required tonight. <br /> <br />Councilmember Cook stated he likes this subdivision; it has a lot of merit for the City. However, <br />dating back to September the Council expressed their opposition to the single access and the <br />1,100 foot cul-de-sac. He does not see how this development can go forward without that being <br />addressed. He is sorry the extra money was put into designing this development but he does not <br />think it was wasted. He suggested the applicant proceed with a hardship case in relation to the <br />moratorium; however, a commitment is needed regarding the extension of 171 st Avenue. <br /> <br />Councilmember Elvig stated his main concern in this area is the fire protection issue. It is one <br />thing to have rural lots located on ½ or 1 acre, but another to have them clustered to an urban <br />density with houses side by side, and to then have a fire without a hydrant nearby. The review of <br />the cluster ordinance should include a look at fire suppression. In talking with the Fire Chief and <br />other people, the problem during a fire is saving the neighbors once you are there. <br /> <br />Councilmember Jeffrey concurred. <br /> <br />Jim Lang, property owner, stated he understands the concem regarding the cul-de-sac, but it <br />seems to him they were led to believe that a variance would be processed along with the <br />preliminary plat as is indicated in the Staff Letter of January 27, 2006 as follows: "A temporary <br />cul-de-sac at the end of Nutria Street is indicated. Nutria Street must be constructed to City <br />Standards. A variance is being processed with the preliminary plat application."
