Alternative#2: Motion of other. Funding Source: The low bid of Douglas-Kerr Underground, L.L.C. is $2,973,047.22. Estimated project costs total$3,656,848.08 after adding 23-percent for indirect costs for administrative, engineering, finance and legal fees. The proposed funding source for this project is TIF 14,with funds from TIF 1 and TIF 2 being transferred to TIF 14 as authorized by the City Council on March 12th. TIF eligible improvements include streets, sidewalks, and storm sewer. Sanitary sewer and water improvements are also TIF eligible expenses and staff proposes to fund all sanitary sewer and water improvements using TIF 14 funds to preserve utility enterprise funds for future improvements identified in the Capital Improvement Plan. City staff will inspect construction and process pay requests. When bids are presented to the City Council for award of a contract, staff will present a proposal from Bolton and Menk for construction related sei vices including attending the preconstruction meeting, staking construction, reviewing shop drawings, administering pay requests, and preparing as-built plans. Recommendation: Staff recommends approving Alternative#1. Constructing all of the proposed COR Infrastructure Improvements at the same time will minimize project costs, duration of construction, and impacts to COR residents and businesses.
