Mr. Gordon replied that typically they are. <br />Principal Planner Trudgeon reviewed current code and inquired if the Committee wanted to limit <br />what is in the front yard or require that the entire yard be done with sod. <br />Councilmember Kurak inquired as to how high native grass can grow. <br />Principal Planner Trudgeon replied that current code limits the growth to 12 inches. <br />Mr. Gordon stated that Ramsey inherently is not a manicured lawn community so he did not think <br />there is that standard to require only sod. <br />Principal Planner Trudgeon stated that the real problem is no ground cover. <br />Commissioner Reeves inquired as to what the statement natural ground cover means. <br />Mr. Gordon replied that he interprets it as something established over the soil to keep it from <br />eroding. <br />Commissioner Watson stated that there needs to be some sort of recourse for someone who does <br />not have ground covering. <br />Commissioner Reeve inquired if the new language proposed would cover the City in those <br />instances. <br />Commissioner Watson noted that he did not see anything about compliance in the new language. <br />Mr. Gordon replied that that would be covered under enforcement. <br />Councilmember Kurak inquired if the City has had a lot of problem with lawns. <br />Associate Planner Wald replied that they typically have around five complaints over the summer <br />months. <br />Councilmember Kurak inquired if the complaints have been regarding no ground cover or not <br />mowing. <br />Associate Planner Wald replied that most calls have to do with grass or weeds not being mowed. <br />Commissioner Watson inquired in a situation where someone acquires a problematic home, how <br />quickly would they be required to establish ground cover. <br />Commissioner Reeve replied that City staff always has discretion. <br />Chapter 9/April 25, 2002 <br />Page 8 of 9 <br />
