Acting Chairperson Bauer sensed that there were too many unanswered questions for the <br />Planning Commission to make a recommendation on this item. He indicated the Commission <br />could either deny or postpone action at this time. <br />Motion by Commissioner VanScoy, seconded by Commissioner Brauer, to recommend that City <br />Council not adopt Ordinance #14-14 until further information on the economics, visual impact, <br />citizen input, and financing/funding options for a ramp was available from staff. <br />Further discussion <br />Commissioner Brauer recommended that this item be brought forward to a Work Session with the <br />City Council as this matter got to the heart of the vision for The COR. <br />Community Development Director Gladhill anticipated that a visioning session could be held after <br />the first of the year with the new Councilmembers. <br />Motion Carried. Voting Yes: Vice Chairperson Bauer, Commissioners VanScoy and Brauer. <br />Voting No: None. Absent: Commissioners Levine, Maul and Nosan. <br />5.02: Introduce Discussion to Develop Work Plan and Outline for 2040 Comprehensive <br />Plan Update <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />case was to introduce a discussion to begin thinking about developing a work plan to complete <br />the 2040 Comprehensive Plan Update. By adopting this preliminary work plan, the City is not <br />approving any expenditures or components of the Update. This step will ensure that the <br />framework is in place before time and resources are put into developing a more detailed work <br />plan and ultimately the Update itself. Staff noted the Met Council was in the process of updating <br />regional planning documents including the Transportation Policy Plan, Water Resources Policy <br />Plan, Parks Policy Plan and Housing Policy plan. <br />Community Development Director Gladhill explained the City has been responding to these <br />documents as they have been opened for public comment. This preliminary work plan will need <br />to be adjusted as these documents and information from the Met Council is provided. The <br />Comprehensive Plan Update is an important document as it relates to future land use and zoning <br />decisions and serves as a framework for the City's Zoning Code. The Comprehensive Plan <br />illustrates the vision the community has for future physical development and ensures proper <br />coordination and compatibility with adjacent community plans. <br />Community Development Director Gladhill indicated the City was required to update its <br />Comprehensive Plan, the guiding land use plan for the community, once every ten (10) years. The <br />City will need to begin updating the plan starting at the end of 2015. In order to properly plan for <br />Planning Commission/November 6, 2014 <br />Page 4 of 7 <br />
