He questioned if an advisory or ad hoc committee should <br />be formed for review the 2040 Comprehensive Plan. <br />Commission Business <br />Vice Chairperson Bauer discussed the numerous benefits of citizen input. He believed the City <br />would benefit greatly by gathering input from the community versus just from the Planning <br />Commission. <br />Commissioner Brauer reported a McKnight Foundation grant assisted the City with its last Comp <br />Plan update. He encouraged staff to pursue grant funding. <br />Community Development Director Gladhill envisioned the public would be involved throughout <br />the entire Comp Plan update process. <br />Motion by Commissioner VanScoy, seconded by Commissioner Brauer, to recommend approval <br />of the Preliminary Work Plan for the 2040 Comprehensive Plan Update. <br />Further discussion <br />Commissioner VanScoy appreciated the time and effort staff put into the preliminary work plan <br />for the 2040 Comprehensive Plan update. <br />Motion Carried. Voting Yes: Vice Chairperson Bauer, Commissioners VanScoy and Brauer. <br />Voting No: None. Absent: Commissioners Levine, Maul and Nosan. <br />5.03: Consider Work Plan for Highway 10 South Small Area Plan <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />case was to consider a small area land use planning exercise similar to that used for the 167/47 <br />Retail Node, Future Business Park, and Old Municipal Center. The Study Area is proposed to be <br />undeveloped portions of land south of Highway 10, west of Bowers Drive, east of Llama Street, <br />and north of the Mississippi River. While no land use changes are proposed at this time, a number <br />of factors have changed since the land use in this area was last discussed as part of the 2030 <br />Comprehensive Plan Update. This activity will benefit the preparation of the 2040 <br />Comprehensive Plan Update. <br />Commission Business <br />Commissioner VanScoy asked if the potential river crossing would be part of this discussion. <br />Planning Commission/November 6, 2014 <br />Page 5 of 7 <br />
