7. 6. <br /> CC Regular Session <br /> Meeting Date: 05/14/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title: <br /> Adopt Resolution#24-130 Accepting Bids and Awarding Contract for Improvement Project#24-55, 2024 <br /> Pavement Patching Contracted Services <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-130 accepting bids and awarding a construction contract for <br /> Improvement Project#24-55, 2024 Pavement Patching Contracted Services. <br /> Background: <br /> In 2023,the number of City streets having significant numbers of deep potholes and surface stripping increased <br /> to the point that Public Works staff were able to maintain only a small portion of them. This was due in part to the <br /> previous winter's severe weather conditions,but also due to the age and composition of the pavement sections, as <br /> well as to not receiving regular proactive maintenance treatments over the life of the pavement sections. In 2023, <br /> the City spent almost$1.3M on contracted pavement patching services. <br /> The mild conditions this winter helped prevent a repeat of last year as related to the scope and severity of <br /> potholes observed across the City. This spring, staff drove all City streets and identified various street segments <br /> in 4 residential neighborhoods totaling 4.12 miles that will benefit most from skim patching,which is generally a <br /> one-inch minus bituminous overlay. Other streets were identified that would benefit most from spray patching, <br /> which include streets in 2 neighborhoods totaling 0.91 miles. City staff will patch pavement on all remaining <br /> 182-plus miles of paved City streets. <br /> Attached is a figure showing the streets staff proposes to patch using contracted services in 2024. Streets <br /> highlighted in red are proposed to be spray patched,whereas streets highlighted in blue are proposed to be skim <br /> patched. This case only addresses the proposed skim patching work. <br /> City streets identified for skim patching in 2024 have numerous deep potholes (deeper than 2-inches)that will <br /> require hand patching before skim patching operations commence. Below is a summary of the skim patching <br /> process; <br /> •City crews will sweep streets first. <br /> •Contractor will blow debris and water out of deep potholes using compressed air. <br /> •Contractor will apply bituminous tack coat to potholes. <br /> •Contractor will patch deep potholes with hot mix, then compact it. <br /> •Contractor will apply bituminous tack coat to existing pavement and patched potholes. <br /> •Contractor will skim patch/overlay both sides of street centerlines to a total width of 26-feet, leaving the <br /> outside 2+feet in each direction unpatched to ensure drainage will continue to work. <br /> •Contractor will compact the new pavement with rubber-tired rollers. <br /> •City will sweep patched streets full width following completion of skim patching. <br /> On May 7, 2024, a total of four(4)bids were received,publicly opened, and tabulated for Improvement Project <br /> #24-551 2024 Pavement Patching Contracted Services. All bids were found to comply with the approved plans <br /> and specifications and advertisement for bids, and are tabulated below. <br />
