11. PUBLIC OPENING OF PROPOSALS <br /> The City of Ramsey will provide an online meeting where the VBID project portal will be open <br /> for viewing. After the bid time has passed, City Staff will refresh the site and bid results will be <br /> displayed.A bid abstract of the amount of the Total Base Bids and major alternates, if any, will be <br /> made available to the public shortly after the bid results are known. Bid tabulations showing unit <br /> prices, correct extended amounts, subtotals and totals will be made available only after approval <br /> of a contract by The Ramsey City Council with the successful bidder. <br /> 12. PROPOSAL TO REMAIN SUBJECT TO ACCEPTANCE <br /> All Proposals will remain subject to acceptance for a period of time stated in the Advertisement <br /> for bids in which time the City Staff will conduct the evaluation process. <br /> 13. EVALUATION OF PROPOSALS <br /> The Bidder will indicate a Unit Price for each item on the Bid Work-sheet; the Total Base Bid will <br /> be the sum of the products of those Unit Prices multiplied by the estimated quantities. The <br /> Engineer's estimated quantities will be used for the calculation and comparison of Bids, and <br /> determining the Award of Contract. The Engineer's estimated quantities are not guaranteed to be <br /> accurate and are furnished without liability on the part of the City. <br /> Any conditional or qualified Bid stipulated by the Bidder and not provided for a Bid Worksheet, <br /> may be cause for rejection of the Proposal. <br /> 14. EVALUATION OF BIDDERS <br /> The Owner may conduct investigations as deemed necessary by the City to establish the <br /> responsibility qualifications, experience, and financial ability of the Bidder, proposed <br /> Subcontractors, suppliers, individuals or entities to perform the Work in accordance with the <br /> Contract Documents. <br /> When requested by the Owner the Bidder shall furnish to the Owner all such information and <br /> data for this purpose. The Owner reserves the right to reject any Bid if the evidence submitted <br /> by, or investigation of,such Bidder fails to satisfy the Owner that such Bidder is properly <br /> qualified to carry out the obligations of the Agreement and to complete the Work contemplated <br /> therein. <br /> All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction <br /> over construction of the Project shall apply to the contract throughout. <br /> 15. AWARD OF CONTRACT <br /> The City reserves the right to reject any and all Proposals including without limitations: non- <br /> conforming, unbalanced,or conditional Bids.The City may also reject the Proposals of all Bidders <br /> if the City believes that it would not be in the best interest of the City and/or the Project to make <br /> an award. The City reserves the right to disqualify any Bidder whom it finds, after reasonable <br /> inquiry and evaluation, to not be responsible. The City further reserves the right to waive all <br /> informalities not involving price, time, or change in the Work,and to negotiate contract terms with <br /> the Successful Bidder. <br /> IB4 <br />
