11. PUBLIC OPENING OF PROPOSALS The City of Ramsey will provide an online meeting where the VBID project portal will be open for viewing. After the bid time has passed, City Staff will refresh the site and bid results will be displayed.A bid abstract of the amount of the Total Base Bids and major alternates, if any, will be made available to the public shortly after the bid results are known. Bid tabulations showing unit prices, correct extended amounts, subtotals and totals will be made available only after approval of a contract by The Ramsey City Council with the successful bidder. 12. PROPOSAL TO REMAIN SUBJECT TO ACCEPTANCE All Proposals will remain subject to acceptance for a period of time stated in the Advertisement for bids in which time the City Staff will conduct the evaluation process. 13. EVALUATION OF PROPOSALS The Bidder will indicate a Unit Price for each item on the Bid Work-sheet; the Total Base Bid will be the sum of the products of those Unit Prices multiplied by the estimated quantities. The Engineer's estimated quantities will be used for the calculation and comparison of Bids, and determining the Award of Contract. The Engineer's estimated quantities are not guaranteed to be accurate and are furnished without liability on the part of the City. Any conditional or qualified Bid stipulated by the Bidder and not provided for a Bid Worksheet, may be cause for rejection of the Proposal. 14. EVALUATION OF BIDDERS The Owner may conduct investigations as deemed necessary by the City to establish the responsibility qualifications, experience, and financial ability of the Bidder, proposed Subcontractors, suppliers, individuals or entities to perform the Work in accordance with the Contract Documents. When requested by the Owner the Bidder shall furnish to the Owner all such information and data for this purpose. The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of,such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the Work contemplated therein. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply to the contract throughout. 15. AWARD OF CONTRACT The City reserves the right to reject any and all Proposals including without limitations: non- conforming, unbalanced,or conditional Bids.The City may also reject the Proposals of all Bidders if the City believes that it would not be in the best interest of the City and/or the Project to make an award. The City reserves the right to disqualify any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. The City further reserves the right to waive all informalities not involving price, time, or change in the Work,and to negotiate contract terms with the Successful Bidder. IB4
