7. PREPARATION OF PROPOSAL <br /> The Bidder will submit his/her Bid Worksheet by using the VBID portal. The bidder will also <br /> submit his/her Bid Proposal, an executed Affidavit of Non-Collusion, and the Responsible <br /> Contractor Affidavit.These forms can be downloaded and printed from VBID, signed and then <br /> uploaded to the site. <br /> The Affidavit of Non-Collusion is required to be signed and uploaded to evidence fair bidding <br /> laws were adhered to in preparing the Proposal. The Responsible Contractor Affidavit is required <br /> to be signed and uploaded to evidence the Contractor is a responsible contractor according to the <br /> Minnesota State Statute 16C.285,subd. 3. <br /> On the VBID Bid Worksheet, Bidders will complete all the Unit Prices. If a Unit Price of zero <br /> dollars proposed, enter 0.00 into the Unit Price and if a Unit Price or extended amount of less than <br /> one dollar is proposed enter the zero before the decimal point in those blanks. If a correction is <br /> necessary, simply unsubmit your bid, modify the amount in the Bid Worksheet and resubmit your <br /> bid. The bid amounts can be changed multiple times and resubmitted until the bid time and date <br /> has passed.View the instructions in the appendices on submitting, unsubmitting and,if applicable, <br /> resubmitting your bid. <br /> 8. BID SECURITY <br /> To ensure that the Bidder enters into a contract with the Owner for the work described in the <br /> Proposal, a minimum of five percent (5%) of the Total Base Bid will be required as a Bid Security, <br /> made payable to the Treasurer of the City of Ramsey. This Bid Security will be uploaded in VBID <br /> in order to submit a bid.Refer to the instructions in the Electronic Bidding Information documents <br /> for more information on submitting your bid security. <br /> 9. SUBMITTAL OF PROPOSALS <br /> Proposals must be received no later than the time set for receiving them in the Advertisement for <br /> Bids. View the instructions in the Electronic Bidding Information documents on submitting your <br /> bid.Make sure you actually submit your bid using VBID. <br /> Submitting a proposal will be considered evidence of the Bidder's authority and qualifications to <br /> do business in the State of Minnesota. Proposals may only be submitted by a Bidder proposing to <br /> complete the entire project. Proposals may only be submitted by a Bidder who has purchased the <br /> Plans and Contract Documents from the Owner. Any partial Proposals or Proposals by Bidders <br /> who did not purchase the Plans and Contract Documents from the Owner may be cause for <br /> rejection of the Proposal. <br /> 10. WITHDRAWAL OF PROPOSAL <br /> A Bidder may withdraw his/her proposal without prejudice to himself/herself by unsubmitting <br /> their bid by clicking the unsubmit button.
