a construction plant and equipment, and all other relevant matters pertaining to the complete execution of this Contract. After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of Work or of the nature of the Work to be done. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to their Bid. The Contract Documents contain the provisions required for the construction of the Project. Information obtained from an officer, agent or employee of the Owner or any other person shall not affect the risks or obligations assumed by the Contractor or relieve the Contractor from fulfilling any of the conditions of the contract. The Contractor certifies that it has been provided full opportunity to review the construction documents and field conditions so as to ensure that it fully understands the design intent shown and that all elements for construction shown thereon have been included in the contract price. The contractor will have 30 days from award of contract in which to identify any design deficiencies in the construction documents. The contractor agrees to waive any claim for extra cost or delay related to any error or omission in the construction documents that reasonably should have been observed during this 30-day review period. The site is identified in the Plans and Contract Documents.All additionalland(s) and access thereto required by the Bidder for temporary construction facilities, equipment or storage of material and equipment to be incorporated in the Work are to be obtained and paid for by the Bidder. See General Conditions Article 11 for additional instructions to Contractors on additional land(s) and access thereto that may be required for temporary construction facilities or storage of materials and equipment. 5. USE OF ONLINE BIDDING PLATFORM This project will be bid using on-line bidding platform know as Quest VirtuBid (VBID).No paper bids will be allowed. See the appendices of these specifications for instructions on use of bidding tools. 6. INTERPRETATIONS AND ADDENDA All questions regarding the Plans and Contract Documents are to be submitted to the Engineering in writing. Addition, revisions, corrections and/or clarifications considered necessary by the Engineer in response to such question will be issued by Addenda posted by the Engineer to the QuestCDN website referenced in the Advertisement for Bids, and emailed to the plan holders in accordance with their notification settings assigned to their QuestCDN account. Responses not deemed necessary or within too short of time period to the receiving of bids may not be issued. Only questions responded to by Addenda will be binding. Oral interpretations to the Contract Documents which are available to the Bidder will be without legal effect. Quest VirtuBid will not allow a submittal of a bid without properly acknowledging any addenda. IB2
