BITUMINOUS PAVEMENT PATCHING TECHNICAL SPECIFICATIONS
1. General
This project shall generally consist of patching potholes by hand that are greater than 2 inches
in depth on City streets identified on the attached project plan sheet, then skim patching the
patched pavement. The Contractor shall conduct his work in conformance with the
specifications set forth herein and in accordance with the Minnesota Department of
Transportation Standard Specification for Construction, 2020 Edition, which is incorporated
by reference to these specifications. In addition, the Contractor shall conduct the pavement
patching operations in strict conformance with the material manufacturer's written
instructions.
2. Materials
Bituminous material for tack coat shall be C S S-1 h meeting MnD O T Specification 2357.
Bituminous mixture for patching shall be Type SP 9.5 Bituminous Mixture for Patching (V2-
inch minus) meeting MnDOT Specification 2231.
3. Equipment
One-ton rubber-tired rollers shall be used to compact bituminous mixture for patching. Plate
compacters may be used when a one-ton rubber-tired roller is unable to achieve compaction.
4. Pavement Patching Procedure
First, potholes (pavement voids) greater than 2-inches in depth as measured from existing
pavement surface shall be patched by hand prior to skim patching. This shall be accomplished
by clearing all foreign matter, water and loosened particles from the pothole using compressed
air. Once the pothole is clean and dry,C S S-1 h bituminous material for tack coat shall be evenly
applied to bituminous surfaces within the pothole. After tack coat has been applied, the pothole
shall be filled with bituminous mixture for patching and compacted in lifts not to exceed 3
inches to match existing pavement surface elevations.
Next, the Contractor shall notify the City of Ramsey that streets are ready to be swept full-
width to allow skim patching operations to commence. Skim patching operations shall consist
of blowing all remaining debris and water off the surface of the street using compressed air.
Tack coat shall then be applied evenly across the pavement at a rate of 0.05 gallons per square
yard of pavement. The skim patch shall then be applied using one lift of bituminous mixture
for patching applied to the bituminous pavement at an average depth of one-inch and an
average width of 26-feet, 13-feet either side of centerline. The skim patch shall then be
compacted. Traffic shall not be allowed on the patch until compaction is achieved.
Once skim patching operations are complete, the Contractor shall notify the City that the street
can be swept to remove residual debris.
BPPTS 1
