Mayor Gamec asked if the Council's decision at the last meeting was in concurrence with the <br />date determined by the Planning Commission. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik replied the Planning <br />Commission recommended approval of the permit, and thought the applicant may be able to <br />transition from this site in another year. The Council denied the request, and as part of the <br />motion tonight should set a date for the applicant to have the vehicles offthis site. <br /> <br />Councilmember Elvig'noted the Council had also directed that staff should try to fred the <br />applicant other areas in the City they could lease. <br /> <br />Councilmember Cook noted the Council had discussed the consideration of a 90-day window for <br />compliance with the denial. This would allow the applicant until fall to find someplace else for <br />their vehicles; by that time the supply will be depleted and they will have to look at another place <br />for their next season of overflow stock. <br /> <br />Councilmember Elvig stated he believes the recommendation was for the applicant to look at <br />property owned by the City and ACCAP on Highway 10 that could be more appropriate for this <br /> <br />Mayor Gamec suggested the permit request be handled individually, with a recommendation <br />made to staff to work with the applicant regarding an alternate site. He suggested a timetable be <br />included with compliance of the denial of the permit; three months would allow until the end of <br />September. <br /> <br />City Attorney Goodrich advised the first action should be adoption of the findings of fact. He <br />reviewed finding numbers 11 through 14 of the amended findings of fact that were distributed to <br />the Council. He advised the purpose of these amended findings is to deal more with the interim <br />use. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #06- <br />06-176 to adopt the amended Findings of Fact #0766 relating to a request from RV World, Inc. <br />for an interim use permit for outdoor storage on an unimproved surface on a residentially zoned <br />property at 14453 Llama St NW. <br /> <br /> Further discussion: Cory Moiner, RV World, stated it seems that there is a real hang-up that this <br /> land is zoned residential, but he was told the reason it is zoned residential is because there is no <br /> longer agricultural zoning left in Ramsey, and it is zoned residential by default. He stated this <br /> land is 174 acres and is about the most elusive piece of property left in Ramsey. Ass't <br /> Community Development Dir/HRA Executive D[r. Frolik explained the Comprehensive Plan <br /> guides the property for residential use; the zoning must comply with the Comprehensive Plan. <br /> Mr. Moiner stated in conversation with a staff member he was told there is no longer agricultural <br />. zoning in Ramsey, so by default this piece of land is zoned residential. Community <br /> Development Director Tmdgeon indicated he is not certain what relevance agricultural zoning <br /> has to do with th/s case; even if this land were zoned agricultural it does not allow for RV <br /> <br />City Council / June 13, 2006 <br /> Page 7 of 26 <br /> -151- <br /> <br /> <br />
