C) SE #: q <br /> <br />REQUEST FOR PRELIMINARY PLAT AND PRELIMINARY SITE PLAN FOR <br />GAD'S PRAIRIE; CASE OF AARON STRITESKY CONSTRUCTION <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background: <br /> <br />Aaron Stritesky submitted a preliminary plat application to develop 9 (previously 7) detached <br />townhome units on the property located to the west of Nowthen Boulevard and north of Iodine <br />Street N.W. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br /> c) Preliminary Grading Plan <br />d) Preliminary Utility Plan .. <br />e) Preliminary Tree Preservation Plan <br />f) Building Elevations <br />g) City Staff review letter dated May 24,.2006, revised June 23, 2006. <br />h) Planning Commission minutes dated June 1, 2006 <br />i) Proposed Resolution <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners within 700 feet of the subject property were <br />notified of the public heating at the Planning Commission meeting on June 1, 2006. <br /> <br />Observations: <br /> <br />The subject property is approximately 1.7 acres in size and is zoned R-2 Medium Density <br />Residential, which allows up to 7 units per acre. The preliminary plat has been revised to <br />indicate a public road through the property, as requested by Staff, and indicates the platting of 9 <br />lots currently. City Code requires a cul-de-sac on the terminus of any public road, either <br />temporary or permanent. Staff has requested that a temporary cul-de-sac be installed at the end of <br />Helium Street. Lots 1 and 2 would remain unbuildable with an access easement until Helium <br />Street is extended to the north. <br /> <br />The property will require a rezoning to Planned Unit Development (PUD), as it does not conform <br />to the setbacks established for the R-2 District. These deviations are discussed in the rezoning <br /> <br />The plat proposes access off of County Road 5 (Nowthen Boulevard) and is being reviewed by <br />Anoka County. No comments have been received from the County at this time. It is anticipated <br />that turn lanes will be required to be installed on County Road 5. Helium Street is indicated as a <br />public street, with a service road fight-of-way of 45 feet instead of the typical 60 feet. The <br /> <br />-205- <br /> <br /> <br />
