pavement width is proposed to be the standard 24 feet. Staff is comfortable with the reduced <br />fight-of-way because the proposed Helium Street fight-of-way is adjacent to existing fight-of- <br />way for the County Road. The public right-of-way is a better alternative than the private road <br />proposed at the sketch plan stage. <br /> <br />The proposed plat does not indicate a sidewalk on Helium Street, and this is generally acceptable <br />to Staff due to the requirement to construct a bituminous trail along Nowthen Blvd. N.W. Staff <br />has requested that the trail be the standard 10 feet in width and the plat has been revised to <br />indicate this request. <br /> <br />Building elevations have been submitted and are generally acceptable to Staff. It appears that the <br />units will meet the R-2: Medium Density Residential amhitectural standards of natural stone and <br />architectural elements. Although not specifically required to vary color among buildings, it is <br />Staff's opinion that an effort should be made to vary the appearance of each individual unit <br />through the use of varied hues and tones. <br /> <br />A Landscape and Tree Preservation Plan have been submitted.' Staff is requesting that an effort <br />be made to satisfy the density transitioning requirements through the preservation of additional <br />trees. Level 1 transitioning will be required, with the provision of 6 trees for every 100 feet along <br />the property boundary. Minor revisions to the Landscape Plan and Tree Preservation Plan have <br />also been requested. <br /> <br />Recommendation: <br /> <br />The Planning Commission heard th/s case on June 1, 2006 and unanimously recommended <br />denial of the preliminary plat based on the proposed road configuration. The minutes from this <br />meeting are included in your packet. <br /> <br />After reviewing alternative road configurations, Staff has decided that the proposed road <br />configuration most closely meets the City Code by providing future street connections and, over <br />time, reducing the overall access points to Nowthen Boulevard. <br /> <br />The original submission reviewed by the Planning Commission indicated the installation of a <br />temporary cul-de-sac to provide a turnaround for the proposed development. Staffwas in general <br />support of approval of the plat, contingent upon compliance with the City Staff Review Letter <br />dated May 24, 2006. <br /> <br />Staff recommends that the City Council approve the preliminary plat and preliminary site plan, <br />contingent upon the following items: <br /> <br />1) Receiving a rezoning to Planned Unit Development ('PUD), <br />2) The installation ora temporary cul-de-sac and conveyance of an access easement to the City <br /> across Lots I and 2. <br />3) Compliance with the City StaffReview Letter dated May 24, 2006, revised June 23, 2006. <br /> <br />-206- <br /> <br /> <br />
