Commissioner Brauer stated tabling this application would provide an opportunity to pass <br />the guidelines for the detached townhomes, and there is a possibility that something could <br />be worked out with the property owners. <br /> <br />Motion by Commissioner Brauer to table the request for preliminary plat and preliminary <br />site plan for GADS Prairie. <br /> <br />Further discussion: Commissioner Van Scoy suggested the landowners discuss access <br />issues with the County. He stated this is a challenged site and access will be the key to <br />how dense it can be developed. Commissioner Trites Rolle indicated she agrees w/th <br />much of what staff has said; that this is a transition and a difficult use. She also likes that <br />this housing would provide different pricings available to families moving into the City, <br />and add to the attractiveness of Ramsey as a place to live. She asked if there was <br />discussion of when Helium Street would go through as a frontage road, and what the <br />arrangement would be with any of the other property owners who are not the owners <br />taking part in this platting. Assistant Community Development Director Frolik replied as <br />each application comes through they would have to address the same requirements as the <br />Stritesky's. A public road would be required through their plat, which is why staff <br />looked at all three parcels as a whole with the public safety intent of removing access <br />onto Nowthen Boulevard with a through street through the parcels to 146th. Chairperson <br />Nixt suggested the access for this development be lined up along the northeasterly <br />property line, with the possibility of including an access to the property to the north that <br />is left open ended as to how it comes in. He stated the objective is to line up existing <br />streets, and it is unattractive looking at where this road ends and what it will do to the <br />undeveloped property to the north in order to accomplish that objective. He stated the <br />obvious option would be to line up the access for this site to CR 5 at the northeasterly <br />comer of the site. This would leave an option for an exit onto Helium Street when the <br />north property develops; there would be an option of providing a loop for a controlled <br />intersection with one access to all of the parcels fi.om Nowthen Boulevard. Mr. Gary <br />Stritesky stated the County informed him they line up driveways, and they want the Lord <br />of Life Church aficess to line up as close to his site as possible. Assistant Community <br />Development Director Frolik advised there may be spacing requirements if the access is <br />moved to a different location. Mr. Sagwold stated he has a letter fi.om the County dated <br />July 2004 that grants him permission to use the driveway on Outlot E, which is directly <br />across from Lord of Life Church. The letter states this would require no left mm lane and <br />is subject to the City's approval. He sent a copy of this letter to Patrick Tmdgeon. <br />Chairperson Nixt stated this further amplifies his proposal for development of this area. <br />Three driveways for access with the addition of 70 u/ps for these 70 units is not <br />responsible planhing; there is a way to develop this that provides for site control in a <br />more regimented and acceptable manner. Chairperson Nixt noted the connection of this <br />subdivision does not facilitate inte~ation with an existing neighborhood. He does not <br />know that it would be necessary to provide direct access to 146th Street, as it will not fie <br />into the townhome subdivision to the south. Mr. Aaron Stritesky stated this could be a <br />conforming cul-de-sac all the way to the church property. Chairperson Nixt asked if the <br />applicant has a preference as to whether the Commission tables this application or moves <br /> <br />-232- <br /> <br /> <br />
