Case # <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF PRAIRIE MEADOWS <br />(FORMERLY RUM RIVER PRAIRIE;) <br /> CASE OF NATIONAL GROWTH, LLC <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background: <br /> <br />National Growth, LLC has applied for final plat approval for a cluster subdivision to develop 26 <br />single-family lots on the property generally located on Tiger Street at Armstrong Blvd. The <br />following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final Plat Sheet <br />c) Final grading and drainage plans <br />d) Final Landscaping and Tree Preservation Plan <br />e) City Staffreview letter dated June 23, 2006 <br />f) City Council Meeting Minutes from April 11, 2006 <br />g) Resolution for Final Plat <br />h) Proposed Development Agreement <br />i) Outline for Utility Operating Agreement <br /> <br />Notification: <br /> <br />Final plats are not subject to a public hear/ng. However, property owners within 700 feet of the <br />development were notified at the preliminary plat stage. <br /> <br />Observations: <br /> <br />The applicants are proposing to plat 26 new single-family lots on a total of 72 acres at Armstrong <br />Blvd and Tiger Street. Armstrong Blvd crosses the property; the portion proposed to be platted in <br />this first phase is on the east side of Armstrong Blvd. The remaining property on the west side of <br />Armstrong Blvd. may not be developed until municipal services are available to the site. The <br />property is located in the R-I Rural Developing District, which has a maximum density of one lot <br />per 2.5 acres or 0.4 units per acre. As submitted, the plat has a gross density of approximately <br />0.36 units per acre. The 26 new lots meet R-1 Rural Developing standards for lot width, size, and <br />frontage on a public road. <br /> <br />Prairie Meadows is proposed as a cluster subdivision, incorporating past City requirements for <br />development in the R-1 Rural Developing Area. Despite the recent adoption of a moratorium in <br />the Rural Developing Area, Prairie Meadows and Kelly Acres received contingent preliminary <br />plat approval and have been reviewed against the criteria oft. he cluster ordinance. <br /> <br />7 <br /> <br />-255- <br /> <br /> <br />
