Regarding access to existing homes off of the proposed street, that is minor and has been <br />addressed as part of the plan. Park fees are being required and will be paid as pan of the <br />total 30 units. With regards to MPCA approval of the septic system, they have submitted <br />the plans to MPCA. The soils are perfect for this type of system. They do not plan on <br />having a homeowners association run a septic system, as they are not equipped and do <br />not know about this type of maintenance program. Connexus Energy has a division that <br />manages most of these systems in this area. The management of the system will be <br />turned over to a firm with expertise; however, they have not determined who it will be at <br />this time. With regards to the outlots that are shown, the applicants understand they <br />cannot do anything with the rest of that land until sewer comes to that area. Mr. Sletmer <br />stated unlike the other cluster development that was brought before the Council, these <br />applicants are no~t asking for any variances ~om the existing cluster ordinance. They <br />have paid attention to staffand listened to their report. They acted quickly to the closing <br />off of Wolverine Street and the access onto Tiger Street. With regard to water services, <br />they will work through that. What they propose and the Public Works Department would <br />like to see, are slightly different in concept, and they will get through that. That is the <br />only issue at this point; everything else has been accepted and agreed to. <br /> <br />Councilmember Cook stated his decision hangs with the requirement to have a firm that <br />knows what they are doing overseeing the septic system, and taking the proper money to <br />be sure it functions as it should with repairs and replacement in the future so it is always <br />guaranteed to be a workable system. <br /> <br />Mr. Slettner stated with regards to the greenspace and park requirements, he believes the <br />rest of the property on the other side of Armstrong Boulevard for the National Growth <br />development will be an outlot. When that outlot is platted it will be required to meet the <br />single-family residential zoning requirements at that time. If the Council would like to <br />include a requirement that states the overall acreage that is part of this is what it sits at <br />today, that would be an acceptable part of the contingency that can be followed through. <br />When the outlot comes in for platting if it is still just a park fee requirement it will be <br />calculated at the rate at that time. If greenspace will be required he believes that is <br />acceptable to all the parties. Regarding Councilmember Olson's concern oflnsing out on <br />some of the acreage for greenspace, his thought is th/s outlot is part of the plat; they can <br />have the acreage of the outlot and could put a note on the plat of the overall acreage so it <br />would meet the requirements in the future. They cannot know at this time that the R-1 <br />zoning requirements will be the same in 2020 as they are today. The things the Council <br />is wrestling with now with R-1 and park requirements might change. The applicants are <br />here under the existing ordinance and are not asking for any variances. They should be <br />able to get through this very easily, and both of his customers are willing to do that. <br /> <br />Councilmember Cook stated his opirfion is that the moratorium and the change to this <br />ordinance will not have a substantial effect on these two developments. He believes they <br />should move forward for a number of reasons, one being they need to see it hit the <br />ground and take place, and it would be to the City's benefit to move these developments <br />forward. <br /> <br />-272- <br /> <br /> <br />
