15.General Inspection Practices <br />Field inspectors performing inspections shall carry and use only those tools and <br />equipment identified and approved. The use of any other tools or equipment requires <br />prior approval. <br />Private septic system specifics: Inspections for on -site septic systems require certain <br />tools such as soil probe and bucket auger for soil observations. At no time is an <br />inspector allowed to lift the float on a pump and/ or alarm or otherwise affect the <br />operation of any equipment. <br />NOTE: Smoke/carbon monoxide alarm operations and egress window net clear <br />opening requirements shall be verified by the building owner, occupant, or general <br />contractor. Inspectors shall not physically activate smoke/carbon monoxide alarms <br />or open/close lock or unlock windows. The inspector's role is to observe and <br />document and not operate building systems and components. Remember, we are <br />educators, not operators. <br />16. Building Inspection Right of Entry <br />Prior to conducting any inspection, inspectors shall first announce their presence by <br />knocking on the front door or ringing the doorbell. Then step back away from the <br />door to provide a clear view of your body and identification. Whether there is a <br />camera or someone coming to the door, it is important to project a professional <br />image. If there is no answer you may then conduct the exterior inspection. <br />17.Occupied Structures <br />Homes and accessory buildings that contain personal belongings shall not be <br />entered for any purpose without the owner or owners (adult) agent present. We must <br />NEVER enter any occupied building without an adult present. If the person meeting <br />staff for the inspection appears to be under adult age, inquire if the contact/ adult is <br />present. Structures with lock boxes or occupied buildings are not to be entered <br />without owner representation. <br />18.Work Without Permits / Stop Work Orders <br />Staff is to follow up on Work Without Permits and Stop Work Orders in a timely <br />manner. Follow the steps in the Work without Permit/Stop Work Order process. If <br />one has not been documented we will do this as soon as possible. If a Stop Work <br />Order has been posted, and work continues, there are potential legal and financial <br />consequences. <br />Operations Manual 2024 Page 8 of 10 <br />
