Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #24-172 <br />RESOLUTION DENYING THE PETITION REQUEST FOR THE CONCURRENT <br />DETACHMENT FROM RAMSEY AND ANNEXATION INTO ELK RIVER OF CERTAIN <br />LANDS PURSUANT TO MINNESOTA STATUTUES SECTION 414.061 FOR PROPERTY <br />PID 18-32-25-33-0002; LEGALLY DESCRIBED AS: <br />That part of the South 1155 feet of the West 297 feet of the Southwest Quarter of the Southwest <br />Quarter of Section 18, Township 32, Range 25, lying North of railroad right-of-way, Anoka <br />County, Minnesota (the "Annexation Property") <br />WHEREAS, the Annexation Property is located at 15861 Jarvis St NW, PID 18-32-25-33-0002 <br />is located within the City of Ramsey and Anoka County; and <br />WHEREAS, the sole owner of the Annexation Property owns an 11-acre parcel in which <br />approximately 7.2 acres are located with the City of Ramsey, Anoka County and 3.83 acres of <br />land is located within the City of Elk River, Sherburne County; and <br />WHEREAS, the sole owner operates Northstar Truck and RV Parking LLC on the 3.83 acres of <br />land located within the City of Elk River, Sherburne County; and <br />WHEREAS the sole owner would like to operate its business entirely within the City of Elk <br />River, Sherburne County; and <br />WHEREAS, a petition by the sole owner of the Annexation Property was received requesting <br />that the Annexation Property be detached from the City of Ramsey and annexed by the City of <br />Elk River and Sherburne County; and <br />WHEREAS, on June 25, 2024, the City Council of the City of Ramsey reviewed the request of <br />the petition. <br />NOW THERFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby denies the petition request for the concurrent detachment <br />of the Annexation Property and annexation into Elk River for the following reason: <br />1. The requested use of the property does not comply with the City of Ramsey current <br />zoning of I-1 Light Industrial and is incompatible with the surrounding uses: To the East <br />Parks/Open Space/Northforks Golf Course, to the North is Single Family Residential, to <br />the south is the railroad and B2 — Community Business and to the West is Jarvis St NW. <br />2. The City of Ramsey is entirely within Anoka County, Minnesota. The City of Elk River <br />is entirely within Sherburne County, Minnesota. Detaching from the City of Ramsey, as <br />proposed, would create the only portion of Anoka County in the City of Elk River; <br />
