requiring, among other things, the creation of a separate voting precinct and other <br />significant additional administrative costs that would not be compensated by any increase <br />in tax revenue sufficient to meeting those costs arising from the land proposed for <br />annexation. <br />3. The proposed annexation will restrict opportunities for genuine development in the <br />surrounding properties and suppress property values within the City of Ramsey, <br />particularly regarding those properties in the immediate area of the property proposed for <br />annexation. <br />4.
