5. 11. <br /> CC Regular Session <br /> Meeting Date: 07/09/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title <br /> Adopt Resolution#24-178 Approving Plans and Specifications and Authorizing Advertisement for Bids for 2024 <br /> MSA Pavement Overlay Improvements, Improvement Project#24-06 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-178 approving plans and specifications and authorizing <br /> advertisement for bids for 2024 MSA Pavement Overlay Improvements, Improvement Project#24-06. <br /> Background: <br /> The proposed 2024—2033 Capital Improvement Program(CIP) identifies five (5)Municipal State Aid(MSA) <br /> street segments for pavement overlay improvements in 2024. During project design, Staff discovered that the <br /> existing pavement conditions did not support an overlay improvement for two of the segments. An updated street <br /> segment summary is attached to this case. <br /> Project History <br /> •November 21,2023, the Ramsey Public Works Committee recommended City Council authorize <br /> preparation of plans and specifications for Improvement Project#24-06, 2024 MSA Pavement Overlay <br /> Improvements. Additionally, Staff was directed to investigate adding the streets adjacent to Armstrong <br /> Boulevard and 142nd Avenue to the project scope. <br /> •November 28,2023, Resolution#23-298,the Ramsey City Council ordered plans and specifications for <br /> 2024 MSA Pavement Overlay Improvements, Improvement Project#24-06. <br /> Project Scope <br /> This project proposes to mill and overlay four(4) street segments, generally spread across two (2) areas within the <br /> City. The project totals approximately 0.74 miles in length, and all segments are proposed to receive a 2-inch <br /> thick mill and overlay improvement. The project areas include: <br /> • 160th Lane &Jasper Street <br /> o Generally located west of Ramsey Boulevard <br /> o Constructed in 1985 <br /> • 0.47 miles of mix 24' wide rural and urban section with bituminous curbing <br /> o Overlay improvement in 2000 <br /> o Crack seal/seal coat improvements in 2007 and 2018 <br /> •McKinley Street(County Line Section 34/Azurite St. &Ebony St/Edge of Plat West) <br /> o Generally located west of Azurite Street <br /> •West end terminates at the property line for the Public Works Facility <br /> o Constructed in 1997 &2007 <br /> • 0.27 miles of 32' wide urban section with concrete curb and gutter <br /> o 2 Crack seal/seal coat improvements between 2003 &2018 <br /> Street Removed from Project Scope <br /> • 142nd Avenue&Armstrong Boulevard <br /> o Generally located south of Riverdale Drive <br />
