o 0.84 miles of 24' wide rural section <br /> During the November 21, 2023 Public Works Committee (PWC)meeting, Staff was directed to investigate the <br /> addition of streets within the Alpaca Estates 1 sty 2nd& 3 rd additions to the project scope. These include Alpaca <br /> Street between Riverdale Drive and 142nd Avenue, as well as 144th Avenue cul-de-sac off of Armstrong <br /> Boulevard. The intent of this directive was to complete the entire neighborhood at one time,rather than multiple <br /> mobilization and impacts to the same residents. The Alpaca Estates streets are not in the current CIP, and would <br /> be funded with Pavement Management Funds. Staff had originally not included Alpaca Estates in the CIP do to <br /> the pavement conditions being below thresholds for an overlay project,but also not in so bad condition as to <br /> require a street reconstruction when compared to other neighborhood streets across the City. <br /> In May of 2024 Staff began final project reviews prior to beginning plans, and noted the condition of Armstrong <br /> Blvd and 142nd Ave being worse than noted in 2023. The streets include large block cracking and several areas of <br /> alligator cracking within the wheel paths, however, in general the street drive well and do not have significant pot <br /> holes. Though an overlay improvement is no longer a viable option,Armstrong Blvd, 142id Ave, and Alpaca <br /> Estates are good candidates for a reclamation project, and Staff took steps to modify the draft plans accordingly. <br /> Based on the engineer's estimate to include all the proposed segments as a reclamation project,the Pavement <br /> Management(PM)Fund would be projected to overrun approximately$125,000 over the proposed 2024 budget, <br /> and the Municipal State Aid(MSA)Fund would be projected to overrun approximately$263,000 over the <br /> proposed 2024 budget. This was discussed with the City Finance Director, and it was found that a nearly <br /> $200,000 shortfall for 2025 could potentially occur, due to unknown State revenue sharing. In 2025, the CIP <br /> proposes to reconstruct Sunwood Drive between CSAH 5 and Erkium Street,Alpine Drive between CR 57 and <br /> CSAH 5, and Alpine Drive between CSAH 5 and TH 47. If the City chooses to perform a reclamation of <br /> Armstrong Blvd, 142nd Ave, and Alpaca Estates in 2024, one of the three segments proposed for 2025 <br /> construction would not be completed. <br /> Staff finds the 2025 CIP projects have a higher priority, largely due to the worse pavement conditions and greatly <br /> higher average daily traffic levels,which in turn will have a higher impact for the community as a whole. Staff <br /> anticipates relatively minor street patching will be required on Armstrong Blvd, 142d Ave, and Alpaca Estates <br /> over the next 2—3 seasons, and to consider adding a reclamation project to this neighborhood in the next 3—5 <br /> years as part of the 2025 to 2036 CIP. <br /> Proposed Improvements <br /> Review of ground penetrating radar(GPR)data indicates sufficient existing bituminous thickness to perform a <br /> 2-inch mill and bituminous overlay in all project areas, which is being proposed. Per typical overly improvements, <br /> spot concrete curb and gutter repairs will be performed on damaged curb. Where feasible, the City has switched to <br /> a saw& seal method for curb cracks at a significant cost savings. This is performed on hairline cracks,without <br /> vertical displacement. For the areas of bituminous curbing,repairs are not proposed,though some work on <br /> bituminous flumes will occur. <br /> Municipal sewer and water only exist under McKinley Street. Repairs to watermain and sanitary sewer are not <br /> proposed with this project. Minor storm sewer structure repairs,typically re-grouting catch basins, is proposed. <br /> The project areas do not have any pedestrian facilities, so no upgrades to pedestrian ramps will be required with <br /> these improvements. <br /> Preliminary Schedule Remaining <br /> • Staff receives bids <br /> o August 5, 2024 <br /> •Council awards contract to the lowest responsible bidder <br /> o August 13, 2024 <br /> •Contractor begins construction <br /> o On or about August 26, 2024 (dependent on Contractor's schedule) <br />
