Full plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids,rather than purchasing plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the plan sheet showing the typical sections, which includes information on the proposed pavement sections. Plans are available upon request from the City Engineer. Permitting Plans have been submitted to MnDOT State Aid for review. State Aid plan approval is required prior to bid opening, to be able to use Municipal State Aid funding on the project. Plans were prepared in-house as part of Staff s normal duties. The proposed improvements are designated as City Improvement Project#24-06, 2024 MSA Pavement Overlay Improvements. Notification: If Council approves plans and specifications and authorizes advertisement for bids,bids will be advertised on Friday, July 12, and again on Friday, July 19, 2024 in the City's official newspaper,the Anoka Union Herald. Additionally, letters will be mailed to property owners with updates on the project status. Letter will also be sent to property owners within the areas removed from the project,to notify them not to expect work this year. Observations/Alternatives: Alternatives: Motion to adopt Resolution#24-178 approving plans and specifications and authorizing advertisement for bids for 2024 MSA Pavement Overlay Improvements, Improvement Project#24-06. Funding Source: Funding for this improvement is proposed to come from Municipal State Aid(MSA)Funds and Stormwater Utility Funds. The estimated costs below include 14-percent indirect costs for administrative, engineering, finance, and legal costs.
