Notification: Bids were advertised in the Anoka County Union Herald on Friday, May 31, and Friday, June 7, 2024. Time Frame/Observations/Alternatives: Observations: Construction is anticipated to take up to 3 weeks to complete once work commences. The Contract Documents specify a final completion date of August 31, 2024. During construction,the Contractor shall provide the necessary traffic control signing to close the pedestrian trail East of Saint Francis Boulevard/Highway 47 between Xkimo Street and Sunwood Drive, and to designate a Temporary Pedestrian Access Route (TPAR)using the pedestrian trail East of CSAH 5/Nowthen Boulevard and the sidewalk South of Sunwood Drive. The Contractor shall also be responsible for providing traffic control for temporary shoulder or driving lane closures on Saint Francis Boulevard/Highway 47. Numerous property owners from Xkimo Court attended the Public Works Committee meetings and have been informed that this case will be presented to Council on the regular agenda. One or more of these property owners will likely attend the meeting in person or remotely. Alternatives: Alternative#1 -Motion to adopt Resolution#24-180 accepting bids and awarding a construction contract to Reshetar Systems, Inc. in the amount of$58,001.28 for Improvement Project#22-17, Ramsey Villas North Sound Wall Improvements. Alternative#2 -Motion to deny adoption of Resolution#24-180 at this time. Funding Source: Reshetar Systems, Inc. submitted the low bid in the amount of$58,001.28. As always, total project costs will include applicable indirect costs for administration, engineering, finance, and legal fees. Engineering staff prepared plans and specifications,worked with Minnesota Department of Transportation (MnDOT) staff to develop Cooperative Construction Agreement#1056358, administered the bid process, and will perform inspections and assist the contractor with construction staking, as needed. All project costs will be paid from the PIR Fund. Recommendation: Staff recommends adopting Resolution#24-180 if the City Council supports construction of a sound wall along the west edge of the Ramsey Villas North residential development. Though staff was unable to present the low bid to the Public Works Committee prior to requesting Council approval of the low bid, it should be noted that the Public Works Committee unanimously recommended City Council approval of plans and Cooperative Construction Agreement No. 1056358, as well as authorization to advertise bids, and that the Public Works Committee directed staff to specify a final completion date of August 31, 2024. Outcome/Action: Motion to adopt Resolution#24-180 accepting bids and awarding a construction contract to Reshetar Systems, Inc. in the amount of$58,001.28 for Improvement Project#22-17, Ramsey Villas North Sound Wall Improvements.
