A roll call vote was performed: <br />Councilmember Olson aye <br />Councilmember Howell aye <br />Chairperson Musgrove aye <br /> <br />Motion carried. <br /> <br />5.03: Receive Update on Water Treatment Plant Construction Contingency Expense Funds <br />City Engineer/Public Works Director Westbyreviewed the staff report, providing an update on the <br />status of the Construction Contingency Expense funds for the Water Treatment Plant. <br />Chairperson Musgrove appreciated the updateand overview that there is no anticipation of needing <br />more than the contingency funds allotted. <br />Councilmember Olson agreed. <br />5.04: Review Final Elk River Highway Corridor Study <br />City Engineer/Public Works Director Westby reviewed the staff report. <br />Councilmember Olson asked for, and received clarification on road locations. <br />Chairperson Musgrove asked and received confirmation that an option is chosen and then the <br />environmental review is completed. She asked if this project occurs between two counties. <br />City Engineer/Public Works Director Westby commented that he started in his position in Ramsey <br />in 2013 and the first meeting he attended was related to the Highway 10 access planning study. <br />He noted that Elk River was included in that meeting as a partner and noted the other partners as <br />this corridor spreads across two counties and two MnDOT districts. He stated that Elk River would <br />be the driver of this project/study, just as Ramsey was for its project. <br />Chairperson Musgrove referenced a low-income number that is referenced that she believed to be <br />incorrect and was unsure that information would be helpful. She noted similar concerns with <br />minority populations and other metrics. She commented that as the corridor has been improved <br />from Coon Rapids, through Anoka and into Ramsey, this corridor would be more vulnerable to <br />accidents. She recognized the estimatedtimeline of eight to ten years for construction and hoped <br />that Elk River stays vested in this corridor. <br />City Engineer/Public Works Director Westby commented that in Ramsey there are not hot spots <br />st <br />for accidents in this corridor, noting that the problem intersection is in Elk River at 171 Avenue. <br />He recognized that signal systems will be removed from the corridor in Ramsey which will impact <br />the gaps in traffic that currently exist and could impact those access points in Ramsey, but staff <br />will continue to monitor that. <br />Public Works Committee / May 21, 2024 <br />Page 4 of 6 <br /> <br />
