Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-03-050 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT #0307 RELATING TO <br />STEPHEN FRANTA'S (CANVAS CRAFT) REQUEST FOR A CONDITIONAL <br />USE PERMIT TO CONDUCT LIGHT MANUFACTURING OPERATIONS IN <br />THE B-3 HIGHWAY BUSINESS DISTRICT ON LOT 2, BLOCK 3, ALPACA <br /> ESTATES (PIN 28-32-25-32-0009) <br /> <br />That Stephen J. Franta, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit to manufacture boat covers and portable fishouses in the B-3 <br />Highway Business District. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 of the Ramsey City Code on March 2, 1992 and that <br />said public hearing was properly advertised and minutes of that public hearing are hereby <br />incorporated by reference. <br /> <br />3. That the subject property is legally described as follows: <br /> <br />Lot 2, Block 3, Alpaca Estates, Anoka County, Minnesota <br /> <br />4. That the subject property is located in the B-3 Highway Business District and <br /> mmmfacturing is not a permitted use in the B-3 Highway Business District. <br /> <br />That the Applicant is proposing to construct a 3,472 square foot facility to be used for <br />manufacturing and retailing boat covers and portable fishouses. <br /> <br />That the adjacent properties to the west, east and south are zoned B-3 Highway Business; <br />the property on the north side of Hwy. #10 is zoned B-3 Highway Business and I- <br />Industrial. <br /> <br />That the proposed use currently exists within two (2) miles of the subject site in the Rural <br />Business District. <br /> <br />o <br /> <br />That the City has issued conditional use permits for manufacturing operations in the B-3 <br />Business Dislrict, generally, and in Alpaca Estates, specifically. <br /> <br />That in 1990, the City of Ramsey approved the issuance of a conditional use permit to the <br />Applicant for the same type of facility on the site that is the subject of this application. The <br />conditional use permit was subsequently withdrawn by the Applicant. <br /> <br />10. <br /> <br />That the proposed use will not adversely impact traffic in an area intended and zoned for <br />commercial activity. <br /> <br />11. <br /> <br />That the proposed use will not be dangerous or detrimental to persons residing or working <br />in the vicinity of the proposed use. <br /> <br />12. <br /> <br />That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding B-3 Highway Business and I-Industrial properties. <br /> <br />13. <br /> <br />That the proposed use will be harmonious with and in accordance with the specific <br />objectives of the Comprehensive Plan. <br /> <br /> <br />
