Said conditional use permit was <br />revoked on January 28, 1992, for non-compliance. <br /> <br />That the proposed use will not adversely impact traffic in the area. <br /> <br />That the proposed use will not be dangerous or detrimental to persons residing or working <br />in the vicinity of the proposed use. <br /> <br />That the proposed use will substantially or adversely impair the use, enjoyment or market <br />value of surrounding properties. <br /> <br />That the proposed use will not be harmonious with and in accordance with the specific <br />objectives of the Comprehensive Plan. <br /> <br />That the proposed use will not be operated and maintained in order to be harmonious and <br />appropriate in appearance with the existing and intended character of the R-3 Urban <br />Residential District and the proposed use will change the essential character of the R-3 <br />Urban Residential District. , <br /> <br />That the proposed use will be disturbing to existing or future neighboring land uses. <br /> <br />That the proposed use will not be an improvement to the property in the immediate vicinity <br />and to the community as a whole. <br /> <br />That the proposed use will be adequately served by essential public services and facilities. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services and that the proposed use will be detrimental to persons, <br />property or the general welfare. <br /> <br />That at the public hearing, the Applicant amended his request to a temporary conditional use <br />permit not to exceed 18 months. <br /> <br />That at the public heating, the Applicant indicated that if a temporary conditional use use <br />permit is granted, he would not construct improvements to the property and accordingly <br />would withdraw the site plan dated March 16, 1992. <br /> <br />That the Applicant has indicated that the decision to amend the request to a temporary <br />conditional use permit is in response to City Staff concerns with the compatibility of an <br />auto repair facility in a residentially zoned area. <br /> <br />That the Applicant has indicated that he has entered into a purchase agreement for the <br />subject property, which is hereby incorporated as a pan of these findings by reference. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
